Job Description

We are seeking an experienced Yellow Plant Manager to support a major High-Speed Rail (HSR) project in the UAE.

The successful candidate will be responsible for managing the day-to-day operations, availability, maintenance and performance of railway plant, machinery and associated equipment required to support project activities.

The position requires a strong background in railway Yellow Plant / on-track plant management, ideally gained on High-Speed Rail projects or major railway infrastructure programmes.

The role will work closely with construction, trackwork, maintenance, logistics, HSE and project teams to ensure equipment is available, reliable, compliant and efficiently utilized throughout project execution.

Key Responsibilities

• Manage and supervise all Yellow Plant operations, equipment and machinery supporting railway project activities.
• Ensure high levels of plant availability, productivity, reliability and operational efficiency.
• Plan, coordinate and monitor preventive and corrective maintenance activities.
• Manage plant personnel, technicians, operators, supervisors and associated resources, including daily work schedules and priorities.
• Monitor equipment performance, utilization, downtime, productivity and maintenance costs.
• Ensure all plant and equipment activities comply with project HSE requirements, quality standards, statutory requirements and company procedures.
• Coordinate closely with project, construction, trackwork, engineering and logistics teams to ensure plant resources meet operational and programme requirements.
• Manage spare parts, tools, consumables and equipment procurement requirements in coordination with Procurement and suppliers.
• Prepare operational and maintenance reports and monitor relevant plant KPIs.
• Analyze equipment failures and operational performance and implement measures to improve reliability, increase availability and reduce downtime.
• Support equipment mobilization, allocation and demobilization in line with construction and trackwork priorities.
• Coordinate equipment inspections, testing, certification and return-to-service requirements.
• Manage relationships with equipment manufacturers, OEMs, suppliers, maintenance contractors and external service providers.
• Ensure accurate maintenance records, equipment history and asset information are maintained.
  
  

Qualifications

• Degree or Diploma in Mechanical Engineering, Plant Engineering, Railway Engineering or a related technical discipline.
• Significant experience managing railway Yellow Plant, on-track plant or specialized railway maintenance/construction equipment.
• Previous experience on a High-Speed Rail project is strongly required/preferred, particularly for candidates proposed at senior Plant Manager level.
• Strong knowledge of preventive and corrective maintenance, equipment reliability and asset-management principles.
• Demonstrated experience managing plant personnel, workshops, technicians, operators and contractors.
• Experience monitoring fleet utilization, downtime, productivity, maintenance costs and operational KPIs.
• Strong understanding of HSE requirements applicable to railway and heavy-equipment operations.
• Experience with CMMS / ERP / asset-management systems such as SAP, Maximo or equivalent.
• Strong communication and coordination skills in an international project environment.
• Ability to work effectively with Construction, Trackwork, Engineering, Planning, Logistics and HSE teams.
  
  

Preferred Railway Plant Experience

Candidates with hands-on management exposure to specialized railway equipment such as the following will be strongly preferred:

• Tamping machines
• Ballast regulators
• Dynamic track stabilizers
• Ballast cleaning equipment
• Rail-road vehicles / RRVs
• On-track plant
• Track maintenance machinery
• Rail grinding / welding equipment
• Track construction and renewal equipment
• Other specialized Yellow Plant used for railway or HSR construction and maintenance
  
  

Candidate Screening Requirement

Apply only if you have proven experience managing Yellow Plant / railway plant and equipment on major railway infrastructure projects, preferably High-Speed Rail, with direct responsibility for equipment availability, preventive and corrective maintenance, personnel, utilization, costs, spare parts, HSE compliance and operational KPIs.
