Purpose and Scope:

To supervise, manage and lead a team of 2 Fuel Technicians and 2 Plumbers and perform the required work as outlined in the USAF contract. Need to have the ability as the lead to perform the required work as well. The Fuels/Water Lead installs, maintains, repairs, and adjusts pumps, control valves and meters, strainers and filters, water separators, and pipelines of liquid fuel systems for airfields to also include maintaining bulk storage installations and conventional/unconventional refueling systems which are used in fuel storage distribution systems.

Essential Responsibilities:

To supervise, manage, assist and provide professional and prompt support to military, government and contractor personnel as it relates to fuels and plumbing functions. To perform inspection, maintenance, and repair for water and fuels systems.

Water Systems Maintenance: Must maintain and repair water tanks, septic tanks, water lines and septic lines and conduct all work necessary to perform services such as: connection/disconnection of existing mains and branches; installation of valve stations and valves; maintain, test and repair fire hydrants, repair of all piping conveying water or wastewater, repair/replacement of all system components that are not IAW with plumbing codes or are failed/failing/unserviceable. All water and sewer utilities infrastructure shall be repaired and maintained IAW plumbing codes.

Fuel Systems Maintenance: To perform inspection, maintenance, and repair for fuel systems including Cross-Connection Control. All personnel shall have had Cross-Connection Control training. Provide maintenance and repair support for fuel tanks and lines storing diesel for power generation equipment. Adhere to environmental directives covering handling, storage, and disposal of contaminated water, contaminated soil/absorbents and waste fuels. To perform Preventive Maintenance (PM) and Corrective Maintenance (CM) support for Automated Fuel Handling Equipment (AFHE), Automated Tank Gauging (ATG), Independent Alarm Systems (IAS), Electronic Leak Detection (ELD), Overfill Protection Equipment (OPE), Hydrant Fueling Automation Maintenance (HFAM), Automated Fuel Service Station (AFSS) fuel systems and associated communication devices (modem and radio). Maintain and adhere to applicable technical publications and sound industrial practices for all maintenance actions to include providing parts, installing, programming, calibrating, troubleshooting, testing, and repairing all components of AFHE operational and tertiary systems. Tasks include use of recurring scheduled preventive maintenance actions and repair actions while managing resulting hazardous material and waste and ensuring proper environmental compliance in the handling and disposal of hazardous material and waste. Maintenance actions will exclude major overhauls that require system removal and that are accomplished by a repair depot. The Contractor shall provide all care, maintenance, and inspection; record keeping; analysis of records to correct non-optimal practices and conditions; issuance of reports to the COR and Fuels Management Flight (FMF); monitoring warranties; periodic operation and inspection of idle equipment; preservation, cleaning, lubrication, and adjustment of equipment as well as most field intermediate-level maintenance actions. With support from the COR and the Requirements & Optimization section be able to insert a comprehensive Preventative Maintenance Schedule into NexGen IT.

Must maintain distributed digital control systems with real-time data acquisition/control and inventory management. The primary purpose of the Automated Fuel Handling Equipment (AFHE) control system is to automate both transfer and inventory functions in order to reduce the risk of leakage of petroleum products thus reducing the risk of polluting the environment. The Contractor shall support the systems engineering life cycle by identifying and analyzing the scope of engineering/technical tasks and ensures proper review of engineering/technical deliverables and provide engineering discipline in support of installing systems into physical platforms and ensures integration between systems components. Applies knowledge of the design, system function, and interrelation of units comprising the system; physical properties and hazards associated with the handling of various types of petroleum fuels, chemicals, and alcohol; pipefitting skills, mechanical skills. Makes periodic inspections of units to detect and correct leakage, corrosion, faulty fittings, and malfunction of mechanical units, meters, and gauges such as fuel hydrants, tank pits, distribution lines, storage tanks, turbines, pumps, and control rooms. Inspects electrical wiring, switches, and controls for safe operating condition, grounding, and adjustment. Conducts preventive maintenance inspections to detect explosions, fire, and toxic hazards. Checks interior and exterior of storage tanks for corrosion, leakage, sludge, and for correction of operation of roof sumps, float gauges, etc. Repairs, replaces, and adjusts malfunctioning equipment to restore operating condition specified in regulations and repair manuals. Disassembles, adjusts, aligns, and calibrates gauges and meters. Cleans storage tanks and removes and installs old or new equipment such as meter and filter installations, pipe systems, pit covers, and vents, to modify existing installations. Conducts follow-up inspection of contractor and in-house repairs and maintains records of maintenance inspections and repairs. Performs all phases of liquid fuels system maintenance including troubleshooting, repairs, and modification of installed systems. Lubricates and repacks valves; lubricates pumps; replaces gaskets and seals; corrects pumping equipment misalignment; cleans strainers and filter; services filter air separators and checks meters for correct delivery and calibration. As required, maintains chemical fuel and other systems involving high pressure and toxic gases for miscellaneous industrial activities. Participates in the testing of seams and areas suspected of leakage. Removes corrosion and repaints surfaces. Overhauls vacuum and pressure vents, floating roof seals, hangers, and roof sumps. Uses hand and power tools such as torque wrenches, and meters, bearing and gear puller, specific gravity scales, bench grinders, hydraulic presses, pipe threading machine, cutting torch, and other test equipment.

Minimum Position Knowledge, Skills, And Abilities Required

REQUIRED EXPERIENCE: Five (5) years’ experience and needs to be highly qualified in water/fuels. Must be a U.S. Citizen and be able to obtain and maintain a SECRET Security Clearance. Ensure all personnel obtain and maintain favorable background investigations at the appropriate level(s) for access level required by the contract, and if applicable, are certified/credentialed for the Cybersecurity Workforce (CSWF). Investigations are not necessarily required for personnel performing unclassified work who do not require access to government installations/facilities and/or government IT systems/IT resources. Work performed on AFHE equipment requires experienced Engineers, Subject Matter Experts and Computer Operators. At a minimum, should have certifications on one of the following systems, ensuring all systems are covered, so as there is no system left unattended. At a minimum, all contractors should have certifications on one of the following systems: Automated Fuel Handling Equipment (AFHE), Automated Fuel Service Station (AFSS), ATG (Automated Tank Gauging) Systems, Independent Alarm Systems (IAS), Electronic Leak Detection (ELD), Provide annual pipeline leak detection certification, as well as quarterly and periodic leak detection testing & technical support for installed Hansa and Vista leak detection systems, Leak Manager Support via installed Fuels Manager Defense (FMD) systems to provide certification and technical support for Varec Leak Manager, Hydrant Fueling Automation Maintenance (HFAM) or Overfill Protection Equipment (OPE). ATG Systems techs must have 3 years’ experience, be knowledgeable, and (as required) certified within 30 calendar days of CTORD on the following ATG. Other systems include the following: Veeder Root TLS Series ATG System (Level 3 Veeder-Root certified), ENRAF 854 Servo ATG System, Independent Alarm Systems (IAS)-IAS Technician must have 3 years’ experience, be knowledgeable, and (as required) certified, Scully Dynamic Self Check, Ronan Continuous Monitoring Systems, Electronic Leak Detection (ELD)- ELD Technician shall have 3 years’ experience, be knowledgeable, and (as required) certified, Hydrant Fueling Automation Maintenance (HFAM)- HFAM Technician shall have 3 years’ experience in the hydrant system automation which includes the Programmable Logic Controller (PLC), various operator interfaces, system parameter transmitters, flow switches, solenoids, motor operators, control valves, other control devices, and associated software. Must be capable of understanding and translating DoD hydrant system specifications in both verbal and written form and be responsible for overseeing hydrant system professionals during replacement, repair, diagnostics, or adjustment of individual components of the Hydrant Fueling System automation.

Minimum three years of experience leading and managing personnel. Must have ability to write routine reports and correspondence to management and/or the military. Ability to adapt to frequent change and a fast-paced work environment. Strong interpersonal skills and ability to deal with others in a positive, customer-focused manner. Experience with working and communicating with the Government or military personnel. Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio and percent and to draw and interpret bar graphs. Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Must possess a journeyman license and have 3 or more years of related experience in the plumbing arena. Must maintain a valid state driver license and be qualified to operate government general-purpose vehicle. Candidate must have and maintain current 24 hour initial & 8-hour refresher OSHAs Hazardous Waste and Emergency Response standard (HAZWOPER) Certifications. Also, candidate must have tank entry certification for inspections, maintenance, and cleaning purposes. Will have training with SCBA (Self-Contained Breathing Apparatus) or Supplied Air.

REQUIRED EDUCATION: A minimum of a high school diploma or equivalent. Military and/or technical training in fuel and/or water systems.

PREFERRED QUALIFICATIONS: Prefer candidate to have been an experienced and certified Fuel/Water technician in the USAF.

While performing the duties of this job the employee is frequently required to walk; use hands to finger, handle, or feel; reach with hands and arms; talk or hear; and taste or smell. Requires climbing on ladders, scaffolding, and platforms standing, bending, and working in cramped areas; lifting and carrying tools and equipment which occasionally may weigh over 40 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, and the ability to adjust focus. While performing the duties of this job, the employee is frequently exposed to moving mechanical parts. The employee is occasionally exposed to wet and/or humid conditions; high, precarious places; fumes or airborne particles, toxic or caustic chemicals; outside weather conditions; extreme heat; risk and risk of electrical shock. The noise level in the work environment is usually moderate. Must have the ability to work well with others, to include the Government.
