ROLE PURPOSE
Lead the finance operations to deliver high quality financial management services to the Group, with focus on cash generation, process efficiency, compliance and risk management..
Responsibilities
Lead finance operations which includes seven distinct functions, namely, Procurement, Payables, Receivables, Credit & Collections, Revenue assurance, Financial controls and Taxation
Lead the credit risk management and receivables collection strategy focussing on cash generation, early warnings and adequate provisioning of collection risks by constant engagement with key government and commercial customers, finding repatriation solutions tapping the government-togovernment channels
Lead the procurement strategy, governance, policy administration and supplier management ensuring a transparent and fair selection and award process, enforcing compliance to procurement policies, and business partner code of ethics delivering ‘value-for-money’
Lead the payables function ensuring simplified processes, an appropriate level of automation with scalability to meet organic growth in volumes, and strong internal control environment to deliver efficient, on-time, safe and secure payments to suppliers Lead the revenue assurance strategy for the group, with specific focus on mobility and data solutions segment to prevent and detect revenue leakages, and maintain a robust process that assures the revenue recorded in the books
Lead the group direct and indirect tax strategy delivering an optimum tax structure to achieve minimum tax outlay and 100% compliance
Lead the banking operations to ensure efficient funds planning, funds management and a gainful deployment of surplus funds, at minimum costs to the group
Maintain strong relationships with external stakeholders (including government customers, commercial customers, suppliers, government authorities, tax authorities, UAE ambassadors in foreign countries, banks) and internal stakeholders (Chiefs, Business heads, departments) to deliver high-quality financial services
Manage a large team of direct and indirect reportees laying out an efficient organisation structure that allows for sharing of resources, setting clear objectives and job responsibilities and emphasis on constant learning and development
Present to the Chiefs, Audit committee and the Board regular updates on finance operation matters
Technical Competencies
TECHNICAL COMPETENCIES
Financial Accounting Involves performing end-to-end record-to-report accounting activities aligned with general accounting practices and IFRS at a Foundation level.
Budgets Involves executing budgeting and related accounting activities in accordance with recognized local and international standards at an Intermediate level.
Financial Analysis and Reporting Involves analyzing, reviewing, and reconciling financial data and preparing both IFRS-compliant external reports and internal management reports at an Advanced level.
Financial Information Management Systems Involves identifying, using, maintaining, and managing financial/ERP systems with strong internal controls at an Expert level.
Financial Resources Management Involves identifying, securing, allocating, and overseeing financial resources to support organizational strategic objectives at an Expert level.
Financial Risk Management and Internal Control Involves identifying, assessing, mitigating, and managing financial risks, including reviewing contracts and applying COSO/ICOFR standards at an Expert level.
Finance Operations Involves executing routine finance activities such as transaction processing, revenue assurance, supplier and key account management, AP/AR, reconciliations, insurance, and VAT compliance at an Intermediate level.
Qualification
Professional qualification (MBA, ACA, CPA, ACCA etc)
Experience of at least 10 years managing a large finance team in finance operations
Experience of at least 5 years managing a large portfolio of receivables ($100m+) and related credit risks
Strong leadership and communication with the ability to building strong relationships with people (internal and external stakeholders) with an enhanced ability to influence, problem-solving and a solution focussed mindset
Experience of at least 3-5 years working in large telco billing systems and a good understanding of revenue assurance
Experience working in an automated environment particularly ERP systems (Oracle, SAP or similar)
Experience in financial diligence on commercial contracts
