The Traffic Management Specialist coordinates Port Handling and Inland Transportation (PHIT) activities to deliver/receive cargo at commercial/military seaports/airports; completes customs clearances; determines and provides ground transportation needs to line haul cargo to staging areas, transshipment points, seaports, airports or consignee; loads and offloads trucks; and accomplishes all transportation documentation. Prepares and processes USG cargo for airlift under the direction supervision. Provides liaison between Amentum and shipping agencies, ECA Transportation QAE and other customers. Acts as work monitor designated representative to interface with PHIT subcontractors and provide quality assurance of the subcontractors' role in PHIT. Ensures compliance with Performance Work Statement (PWS) and Amentum ISO 9001 Quality Management System (QMS).
Principal Accountabilities
Receives inbound cargo manifests or airway bills and prepares tasking folder, Purchase Request, ACO Customs and RAFO Clearance Letter, Delivery Release Orders. Updates TMS as required.
Coordinates inbound cargo processing and delivery actions with the subcontractor. Receives subcontractor PHIT pricing and provides to contracting section for completion of Purchase Request.
Tracks inbound shipments until completion of delivery at sites.
Closes out tasking folder and ensures that contracting section receives a copy of the appropriate invoice for all inbound shipments.
Receives outbound cargo manifests or Transportation Control and Movement Documents from site traffic management departments.
Prepare tasking folder, Purchase Request, ACO outbound Customs Clearance and RAFO Clearance Letters and updates PHIT Daily Spreadsheet for all outbound shipments.
Determines the best transportation mode to ship outbound cargo.
Coordinates with SDDC and subcontractor for outbound sea shipments and subcontractor for outbound air shipments.
Tracks outbound cargo until completion of delivery to seaport or airport.
Provide liaison with seaport and airport authorities, shipping agents and internal/external PHIT customers.
As Work Monitor designated representative, perform quality assurance actions to ensure subcontractor is performing all duties and responsibilities IAW prescribed contract.
Operates computers, printers, fax machines and uses local area network (LAN)/email to conduct business correspondence communications.
Performs other duties as assigned.
Works in maintenance shop or warehouse environment and may be required to work outdoors for extended periods.
Minimum Requirements
Must have excellent organizational skills and be able to understand, speak, read and write English at an intermediate level.
Must be proficient in the use of personal computers and Windows Operating System and Microsoft Office to include as a minimum Power Point, Excel and Word programs.
Must possess a valid home country driver's license and ability to obtain host nation driver's license.
Will be required to operate material handling equipment.
High School diploma or equivalent required.
May be exposed to extreme noise from operating equipment.
Will be required to wear proper Personal Protective Equipment (PPE) according to prescribed procedures and as required for task being performed.
Physically capable of performing all required duties; capable of lifting/pushing/pulling minimum of 50 lbs. and performing extensive work handling/lifting equipment.
Must be able to travel domestically and internationally.
Preferred Qualifications
Minimum of three years' experience in the civilian or military transportation industry preferred.
