Context

The Testing & Commissioning Engineer will be responsible for planning, managing, coordinating, and performing all activities related to the testing and commissioning of systems and equipment for large-scale PMC (Project Management Consultancy) infrastructure projects, particularly in the railway sector. The candidate will ensure that all systems function safely and according to project requirements prior to handover.

Missions/Main Duties

  • Develop, review, and update testing and commissioning plans, procedures, and schedules to match project timelines.
  • Collaborate with design, construction, and systems teams to identify commissioning requirements and interfaces.
  • Lead and execute on-site testing and commissioning for various systems (electrical, mechanical, signaling, telecom, etc.).
  • Ensure all installations and systems meet contract specifications, safety standards, and regulatory codes.
  • Lead technical workshops, readiness reviews, and T&C governance meetings to ensure alignment across all stakeholders.
  • Manage the Design and Build contractor’s Factory Acceptance Testing, System Integration Testing, and Site Acceptance Testing for complex railway systems, ensuring full technical compliance, seamless system integration, and a smooth handover to operations.
  • Supervise and validate the testing and commissioning performed by vendors and contractors.
  • Coordinate with all project stakeholders to resolve issues and ensure smooth project handover.
  • Conduct meetings to track progress, address challenges, and review commissioning documentation.
  • Review and approve inspection test plans, method statements, and testing procedures.
  • Oversee final system integration, performance testing, and acceptance activities.
  • Prepare and submit final commissioning documents and as-built records.
  • Support training and transition for the client’s operations team.

Profile/Skills

  • Bachelor’s Degree in Electrical Engineering, Mechanical Engineering, or a related field.
  • Minimum 10 years of relevant experience in Testing & Commissioning roles, preferably within railway or large infrastructure PMC projects.
  • Proven experience leading testing and commissioning for multi-disciplinary systems.
  • Sound knowledge of applicable international standards and safety regulations
  • Strong understanding of project management methodologies and PMC practices.
