Job Purpose

The Tendering Engineer will be responsible for preparation of the bids and proposals as per requirement of the client and instruction from the HODs of the Commercial and Engineering department.

Primary role will be receiving tender documents from commercial department, study the documents and prepare tender summary. Coordinate with engineering department, procurement department and commercial department for bid preparation in efficient and timely manner.

The Tendering engineer should posses a basic understanding of HV and EHV Substation concepts and fundamentals for bid preparation.

The person performing the role will work in collaboration with other internal stakeholders in successful completion and submission of the proposals and supporting commercial department for all post bid activities.

Roles & Responsibilities

  • Review tender documents to ensure compliance with technical and commercial requirements.
  • Coordinate with design, procurement, and project teams to finalize bids.
  • Prepare technical submissions, clarifications, and client queries.
  • Prepare pre-tender clarifications on scope of works and list out missing documents, specifications if any.
  • Finalize pre-tender clarifications in coordination with engineering team and submit to client in coordination with the commercial team.
  • Follow up engineering team to prepare base design drawings such as overall SLD and substation layout.
  • Ensure compliance to clients technical specifications for bid preparation.
  • Prepare general bid documents such as project execution strategy, manpower histogram, etc.
  • Regular follow up with procurement team for getting proposals from the vendors / suppliers / sub-contractors.
  • Prepare accurate cost estimates for projects based on drawings, specifications, and RFQs.
  • Identify risks, value engineering opportunities, and competitive pricing strategies.
  • Maintain updated supplier and sub-contractor databases for pricing in coordination with procurement team.
  • Ensure all tender documentation is submitted on time and in correct format in coordination with commercial team.
  • Post bid clarifications and other activities such as revisiting the cost and optimize etc. until the result of the bid is announced by the client.
  • Perform any other related tasks assigned as per the directives of the Tendering Manager, Senior Group Engineering Manager and the HOD (Engineering).

Qualifications & Experience

Educational Qualification:

  • Bachelors degree in electrical engineering.

Experience

  • A minimum of 7+ years of relevant experience as a Tendering Engineer, preferably, in the UAE substation (PT&D) construction industry in the GCC/UAE.
  • Experience in tendering works for 400kV substation projects (TAQA, DEWA, EtihadWE) or mixed-use development projects is an advantage.
  • Familiar with local authority regulations and project approval processes.

Skills & Knowledge

  • Ability to interpret SLD, Substation Layouts, Equipment Outline, GA and schematic drawings and project specifications.
  • Ability to prepare Project Schedule in MS Project or Primavera in coordination with engineering team.
  • Proficient with MS Excel, ERP systems (SAP/Oracle), and basic CAD drawing review.
  • Excellent analytical, numerical, and problem-solving skills.
  • Strong communication and technical skills with the ability to present complex, technical information to a wide audience.
