Job Description
A Technical Director – Marine & Infrastructure is responsible for leading the end-to-end delivery of complex marine, infrastructure, and bridge projects, providing strategic and technical oversight from design through execution to final handover. The role ensures effective management of multidisciplinary teams, including design, construction, and commercial functions, while driving coordination across marine works such as dredging and concurrent packages. It involves developing and implementing procurement strategies, monitoring project progress, and ensuring compliance with technical, safety, quality, and environmental standards. The position also focuses on proactive risk management, performance monitoring of contractors and consultants, and resolving cost or schedule deviations through effective mitigation measures. Ultimately, the role ensures projects are delivered in line with client requirements, contractual obligations, and overall project timelines, achieving successful commissioning and handover.
Responsibilities
- Advise on tasks related to Infrastructure and Bridges from design stage through to execution and handover phases.
- Manage Design Manager and Design teams to develop and execute Infrastructure & Bridges designs that meet client requirements and regulatory standards.
- Ensure Design Manager records any changes/ Value Engineering items and are implemented within the design and all associated cost and time implications are identified and agreed.
- Coordination with all Dredging and Marine works and any other future packages that may be undertaken concurrently with this role.
- Review and recommend possible Infrastructure/ Bridge Package Procurement Strategies for review, discussion and implementation.
- Ensure coordination between Design, Construction and Commercial disciplines in terms of Infrastructure and Bridge construction.
- Manage and direct Senior PMs and Construction Managers.
- Review progress and adherence to Technical, Safety and Quality standards.
- Ensure Quality Standards across all works are achieved.
- Ensure that the highest levels of Site Safety are established, implemented and maintained.
- Ensure continual compliance with overall project delivery strategies and timescales.
- Ensure all parties perform in accordance with their contracted services and their duties agreed under the responsibility matrix.
- Early identification of strategy or procedural inefficiencies and development.
- Evaluation of progress on the Construction Methodology & Schedules for the Infrastructure and Bridges packages and champions any necessary mitigating actions with relevant parties in respect of cost deviations and/ or time slippage.
- Review the Contractor’s submitted Monthly Reports.
- Ensure perceived project risks are communicated to the Project Director and Delivery Teams.
- Ensure the monitoring and review of Consultants’ / Contractors’ performance, give regular, objective feedback on progress, and deal immediately with poor performance.
- Ensure adequate Risk Assessments and Method Statements are produced, reviewed and signed off.
- Ensure Project Risks are timeously identified, recorded and have adequate mitigation strategy and responsibilities assigned and are fed into a central Project Risk Register.
- Ensure compliance with all environmental requirements and direction.
- Ensure all necessary commissioning works are undertaken and any necessary snagging lists are actioned accordingly.
- Ensure completed Works comply with standards sign off and handover protocols and standards.
- Ensure all works are coordinated with the overall project/ site logistics, planning and any required modifications are implemented timeously in a proactive manner.
Qualifications
- Bachelor’s Degree in Engineering, Construction, or a related field; postgraduate qualification (e.g., MSc) preferred
- Minimum 20+ years of experience in a similar leadership role, with proven delivery of mega projects and large-scale programs
- Strong ability to think strategically, identify opportunities, and develop innovative solutions to complex challenges
- Proactive, results-driven approach with strong organizational skills and the ability to respond effectively in dynamic environments
- Demonstrated leadership capability, including chairing high-level meetings and managing senior stakeholders
- In-depth knowledge and practical experience with FIDIC forms of contract
- Strong understanding of contractual and legal matters related to large-scale infrastructure and marine project delivery
