Job Purpose
Develop and implement Quality Management requirements in the projects and provide support in effective planning, implementation and management of various aspects of Quality Assurance ensuring projects execution meets the Quality criteria & requirements during Pre-FEED, FEED and EPC phases.
Job Specific Accountabilities
Projects QA/QC
- Lead and co-ordinate QA/QC related activities on projects during various phases ensuring work processes are implemented as designed and in compliance with established standards and procedures.
- Develop Quality Management Requirements tailored to individual project needs.
- Perform Quality Management evaluation of Contractors and Vendors by assessment, visits or bid evaluation.
- Supervise and approve the development of Contractor and Consultant Project Quality Planning, ensuring that project systems and related procedures preventively address the Assurance of Quality in Design, Procurement and Construction.
- Review and evaluate Contractor’s document control systems and design additional elements required by the company ensuring their implementation throughout the project with other discipline engineers.
- Participate to Project Management meetings, to ensure coordination between Quality activities and Project Management activities.
- Ensure the preparation and issue of QC specifications for the works, coordinating and agreeing the checks by the Technical Departments and Client.
- Ensure the issue of quality requirements to be incorporated, in the contractual documents, with Vendors and Subcontractors and organizations in charge of works. Review QA documentation issued by the Contractors for Engineering, procurement and commissioning scope of work.
- Be the focal point for the Third-Party Inspection Services evaluation and mobilization for site and source inspection activities
Job Specific Accountabilities2
- Lead and co-ordinate the development and application of Criticality Assessment criteria and Project Quality Programs.
- Review and advice Quality Procedures, Test Procedures on NDT, Civil, Prequalification techniques, etc. to meet company standards.
- Verify that company quality requirements and the project quality requirements are complied with, planning and making Focused audits at the various project phases on critical functions and submitting the audit report for management.
- Ensure that the approved Quality systems and Plans are fully implemented and effective by regular surveillance, participating in Contractor audits and performing individual system compliance audits.
- Lead and coordinate technical compliance Audits by external bodies by chairing Contractor/ PMTC/Audit Team meetings, arranging interviews and visits for physical verification.
- Take part in specification reviews, material requisition reviews and execution procedure reviews to ensure all QA and QC requirements are addressed.
- Initiate and supervise independent third-party testing at Project sites to ensure compliance with Project specifications.
Job Specific Accountabilities3
Monitor non-conformities and quality system deficiencies and recommend corrective actions
Supervise and participate in construction surveillance at site locations, assigning Third Party Inspection (TPI) Teams, controlling TPI expenditure against an approved budget, advising management and recommending actions to resolve areas of concern.
Discuss with PMTC and coordinate with the Third-Party Inspection Audit (TPIA) for the mobilization and demobilization according to agreed plan.
Ensure with close coordination that the source inspection is carried out in time and verification of reports for compliance.
Advice on establishment of Punch List System, reviews Mechanical Completion Submissions to ensure that all QC and inspection requirements have been met.
Provide technical assistance and advice to Project Team on inspection levels, materials testing Certification and Handover Documentation.
Ensure hand-over documents have appropriate details as per contractual requirements.
Lead and Participate in Change Management Process ensuring changes managed from inception to implementation.
Monitoring and tracking project deficiencies and reporting quality KPIs to the management team.
Minimum Qualification
Bachelor Degree in Chemical/ Mechanical Engineering or equivalent.
Minimum Experience, Knowledge & Skills
- 10 years of experience in quality assurance / inspection / audit within a large industrial organization, preferably in the Oil and Gas industry.
- Excellent knowledge of Quality Assurance principles & techniques and Sound understanding of ISO standards with awareness of Quality Management Systems
- Knowledge of International codes and standards applicable to oil and gas industry.
- Awareness of FEED and EPC requirements for projects
- Planning and Organising, Scheduling and Co-ordinating, Checking, Examining and Recording
Professional Certifications
PMP certification is preferred.
