The Registration Authority’s Real Estate & Infrastructure Division is dedicated to supervising the growth and development of the Real Estate Sector on Al Maryah Island and Al Reem Island.

Our core mission is to facilitate a smooth onboarding experience for clients form both international and regional backgrounds, offering support to expedite their business operations and startups.

The Specialist-Developers’ Affairs is responsible for managing the regulatory relationship between ADGM and the Owners Association (OAs) operating within its jurisdiction. This role ensures that Oas comply with statutory obligations under the ADGM Strata Title Regulations, particularly in relation to governance structures, budgetary oversight, shared facilities, and lawful invoicing. The Specialist also provides educational support, operational guidance, and technical oversight to improve the performance and transparency of jointly owned property management.

Operational Responsibilities

Stakeholder Management – Serve as the central point of contact for owners associations and their appointed property or facility managers on regulatory, operational and governance matters.

Records Verification & Documentation Oversight – Validate the records submitted by Oas, including approved strata plans, unit entitlements schedules, and service charge allocations to ensure accuracy and regulatory compliance.

Budget Report Assessment – Assess submitted budget reports against the ADGM Strata Title Regulations to ensure compliance with financial governance rules, including expenditure thresholds and audit requirements.

Regulatory Certification and Approval Issuance – Prepares and issue official approval notices, service charge approval certificates, and related endorsements that enable OAs to invoice unit owners lawfully.

Shared Facility Coordination – Facilitate resolution of shared facility issues between OAs or with developers, including those involving multi-association developments.

Ancillary Duties

Regulatory Awareness Building – Responds to inquiries from OAs and unit owners, promote awareness and understanding of legal obligations under the ADGM Strata Title Regulations.

OAs Onboarding – Organize and conduct onboarding sessions, training workshops, and technical briefings for newly established OAs.

Approval Tracking & Monitoring – Maintain up-to-date internal records and establish digital tracking of OAs’ service charge approvals.

Certification Lifecycle Management – Track the certification issuance cycle to ensure timely dissemination to stakeholders for each financial year or billing cycle.

Technical Coordination – Facilitate technical and operational clarifications with master developers, facility managers or third-party contractors as needed, to support community compliance.

Information Security related 

  • Understand, adopt, adhere and practice responsibilities or controls as per ADGM Information Security policy and as per best practices explained in the induction and awareness sessions. 
  • Confidentiality, Integrity and availability of the ADGM Information shall be maintained at all times i.e. within as well as outside ADGM.  

Education

  • A good tertiary degree in real estate management or related field.
  • Professional certification in owners association and community management, strata law, or property administration.

Work Experience

  • Minimum 6 years of experience in owners association administration, real estate regulation, or property / facility management.
  • Demonstrated experience resolving share facility disputes or regulatory inconsistencies.

Desirable

  • Proficiency with UAE strata laws, jointly owned property governance, and service charge management.
  • Ability to interpret legal and financial documents and explain technical matters to a non-technical audience.
  • Experience in delivering training and workshops to professional stakeholders involved in JOPs management.

The RA is responsible for the registration, incorporation, and licensing of legal entities in ADGM and supports all government-related services. Providing a range of activities to facilitate market entry and growth and the emergence of a vibrant and sustainable business community, the RA guides and supports companies through the application and set-up processes for ADGM-registered entities.
