The Specialist – Licensing Governance will support the Senior Manager - Ports & Marine Licensing in overseeing the licensing function across AD Ports Group. This role is crucial in ensuring that all subsidiaries, tenants, service providers, and third-party developments within port waters are properly authorized and compliant with Federal and Emirate legislation, as well as AD Ports Group regulations. The Specialist will assist in the efficient processing of licenses, permits, and registrations, and will contribute to the development and enforcement of robust licensing policies and procedures.
Responsibilities
Core Responsibilities:
Assist in the processing of licenses, permits, and registration applications to ensure timely and efficient service delivery.
Conduct regular compliance audits for licensing applicants and provide analytical support to ensure adherence to legal and regulatory requirements.
Assist in developing and enforcing data management policies related to licensing, ensuring accurate record-keeping and reporting.
Help cultivate and manage relationships with stakeholders involved in the licensing process. Organize and facilitate workshops and information sessions to address inquiries and enhance understanding of licensing requirements.
Collaborate with the Senior Manager to review and enhance policies and procedures related to licensing, ensuring alignment with organizational goals and regulatory compliance.
Stay informed about changes in licensing legislation and assist in implementing necessary updates. Identify opportunities to streamline processes and improve customer experience.
Support the oversight of the Licensing Budget by tracking expenses and assisting in the allocation of financial resources effectively.
Ensure that all licensing activities meet HSE Management System requirements, contributing to a safe and sustainable working environment.
Provide business support for various ad-hoc tasks and initiatives as directed by the Senior Manager, including research, report preparation, and data analysis.
Qualifications
Educational and Technical Qualifications:
Bachelor’s Degree or equivalent in Maritime studies, business administration or equivalent in related discipline – MBA or master’s degree is preferred
Language Skills:
Excellent English language skills, both oral and written.
Excellent Arabic language skills, both oral and written
Years of Experience:
Minimum 6 years of experience with the business community of ports and marine fields and/or government agencies on streamlining procedures to improve regulation, licensing, and compliance
Nature of Experience:
Detailed knowledge of regulations and procedures to establish business licenses and permits.
Experience in using IT/database/web-based applications that automate processes
