The HSE Officer will be responsible for ensuring effective health, safety, and environmental governance during the execution of OT cybersecurity and critical infrastructure projects across substations, control centers, and related facilities. The role supports safe site execution by managing HSE documentation, permit processes, and compliance activities in alignment with OSHAD, ISO standards, and CPX’s IMS/HSE framework.The position requires close coordination with engineering and project teams to enable installation, cabling, panel works, FAT/SAT, commissioning, and site activities to be conducted safely and in full compliance with client and regulatory requirements. The HSE Officer will take ownership of Permit-to-Work (PTW), Method Statements, Risk Assessments, toolbox talks, site inductions, and HSE audits, ensuring continuous readiness for utility and brownfield OT environments.
Responsibilities
KEY RESPONSIBILITIES
Site HSE Management & Execution Support
Ensure safe execution of on‑site activities across substations, pumping stations, control rooms, and data center environments during OT and cyber infrastructure works.
Monitor site activities to ensure compliance with approved HSE procedures, safe work practices, and site‑specific safety requirements in brownfield and live environments.
Coordinate with project, engineering, OEM, and contractor teams to control work areas, access, and interface activities safely.
HSE Documentation & Permit Governance
Prepare, review, and maintain HSE documentation, including Method Statements, Risk Assessments, Job Safety Analysis (JSA), lifting plans (where applicable), and daily site safety records.
Manage and enforce Permit‑to‑Work (PTW) processes, ensuring all activities are executed under valid permits and site authorizations.
Conduct site inductions, toolbox talks, and daily safety briefings, ensuring workforce awareness of task‑specific and site‑specific risks.
Safety Compliance, Monitoring & Reporting
Ensure compliance with OSHAD, ISO‑based HSE frameworks, client safety standards, and CPX IMS requirements throughout project execution.
Monitor adherence to PPE usage, emergency procedures, and safe working practices, exercising stop‑work authority where unsafe conditions are identified.
Lead incident, near‑miss, and hazard reporting, including root cause analysis and corrective/preventive actions.
Contractor & Subcontractor HSE Oversight
Review and approve subcontractor HSE submissions prior to mobilization and work commencement.
Monitor subcontractor activities to ensure alignment with approved HSE plans, method statements, and permit conditions.
Support coordination of electrical, cabling, and installation works to ensure HSE compliance without impacting project timelines.
Project & Stakeholder Coordination
Support the project team in HSE planning, site readiness checks, and mobilization activities.
Maintain HSE compliance records, training and competency documentation as required by client and regulatory authorities.
Act as a key liaison between client HSE teams, site owners, OEMs, and CPX project teams to ensure smooth and compliant execution.
Qualifications
Skills/Certifications (Technical & Non-Technical)
HSE & Site Safety Execution (Utility / OT Environments)
Demonstrated experience supporting HSE execution in brownfield utility sites, including substations, pumping stations, control rooms, and operational facilities.
Strong awareness of safe working practices in live environments, including HV/LV interface awareness, access control, work‑area segregation, and coordination with operations teams.
Ability to oversee and support panel installation, cabling, and infrastructure works from an HSE perspective, ensuring compliance with approved safety procedures and site rules.
HSE Documentation & Permit Governance
Strong capability in preparing and managing Method Statements, Risk Assessments, Job Safety Analysis (JSA), lifting plans, toolbox talks, and daily site safety documentation.
Proven working knowledge of Permit‑to‑Work (PTW) systems for utility and substation environments, including electrical, telecom, and civil work permits.
Experience ensuring contractor and subcontractor compliance with approved HSE submissions and permit conditions.
Familiarity with UAE utility HSE frameworks, including OSHAD‑aligned requirements, client safety governance, and authority expectations.
NEBOSH IGC (or equivalent) and valid OSHAD registration card (mandatory or highly preferred).
Utility Competency Certificate (e.g., TRANSCO Competent Person or equivalent) or demonstrable eligibility based on substation experience, PTW exposure, and toolbox talk delivery.
Valid First Aid and Fire Fighting certifications, as commonly required for utility and critical infrastructure roles.
Minimum Work Experience
7–12 years of HSE Experience in cyber infrastructure / OT infrastructure / electrical-telecom execution in utilities, substations, rail, or industrial environments.
Proven track record in HSE oversight for site execution, including supervision of cabling, panel installation, electrical/telecom works, commissioning activities, and contractor management under Permit‑to‑Work systems.
Education
Minimum educational qualification of a Diploma in Health & Safety, Engineering, or a relevant technical discipline is mandatory for the HSE Officer position.
