JOB PURPOSE:

Define and implement industry best-practices for Actions, Activities and Deliverables linked to Downstream Capital Projects technical scope development in the 3 front-end loading stages (ASSESS, SELECT, DEFINE) in support of the Group CEO mandate and overall group objectives.

Support all Downstream Conceptual Development activities in ADNOC, pertaining to the successful delivery of the Group’s strategic capital projects portfolio of all Major projects, to meet the mandate of the Group CEO and overall group objectives.

KEY ACCOUNTABILITIES:

Conceptual Development for Projects:

  • As a key player of the Conceptual Development discipline, assist the Conceptual Head of Discipline to provide functional knowledge and expertise to all ADNOC Downstream Group Companies on Conceptual Development subject matter, enabling the establishment of world class Conceptual Development capabilities & practices across the group.
  • Assist the head of discipline in maintaining the competencies requirements and assessment criteria for the Downstream conceptual development managers and senior specialists in the competency assessment & management framework.
  • Perform conceptual development discipline health checks, identify learning and experience gaps, resourcing adequateness and staff mobility / succession plans to ensure that ADNOC Group Companies are fully resourced and equipped to undertake all the conceptual development aspects of Capital Projects.
  • Actively participate in the roll-out of the Group’s Integrated Management System (IPMS) in each Downstream Group Companies, and periodically assist the various project teams in the fit-for-purpose utilisation of the Standards, Guidelines and Templates of Theme 400 (technical scope development + VIP).
  • Drive the periodical update of the IPMS Theme 400 documentation by soliciting feedback from all Downstream Group Companies focal points and addressing the comments.
  • Drive the multi-disciplinary approach for Business Development, Technology – Licensors – Process Engineering – other engineering disciplines, Contracting & Procurement in each FEL Stages (ASSESS, SELECT and DEFINE), ensuring that the required conceptual, technologies and functionalities trade-offs are worked-up throughout ASSESS and SELECT, and frozen before DEFINE.
  • As Group Technical Authority level 2 for Downstream concept development (GTA2), lead the assessment and nomination of Company Technical Authority 2 and 3 (CTA2 + 3) for concept development in each ADNOC Group Company and assess the deviation proposals for the relevant IPMS standards
  • Identify Front-End Loading best practices from ADNOC Group Companies and Industry, adapt and / or develop ADNOC-specific FEL best practices and implement them in GC
  • With the Concept Development Senior Specialist Upstream, co-manage the concept development Community of practice (CoP) by soliciting case studies from GC, or sharing best practices / tools in concept development. Schedule regular CoP events throughout the year, and occasionally workshops to address specific aspects of conceptual development
  • Support the concept development Community of Practice by identify practitioners in HQ and Group Companies where best practices, tools and case studies are shared
  • Work with Group Companies to identify conceptual development and concept selection risks and lead the development of unified mitigation strategies and/or actions.
  • Ensure technical integration between Business development and technical/project disciplines in ASSESS and SELECT Phases of the projects
  • Identify and evaluate tools and processes which have the potential of improving / streamlining concept development actions, activities and deliverables from a quality and productivity perspective
  • Analyse and review outcomes of ADNOC’s and global benchmarking reports on class 1 projects and identifies Front-End Loading best project practices and disseminates benchmarking lessons learned through the Group Project Management function to the Group companies.
  • Influence both Operators and the Joint Venture in order to deliver outcomes that are consistent with ADNOC objectives.
  • Contribute to the development and maintenance of the Project Management Knowledge community across the Group Companies.
  • Support the conceptual design for strategic and key downstream projects as required by the businesses.

Investment and Valuations:

  • Challenge project teams on the breadth, depth and robustness of concepts, identify multi-disciplinary (e.g. Business Development, Technology – Licensors – Process Engineering – other engineering disciplines, Contracting & Procurement) integration issues, and guide the project teams towards quality conceptual and design evaluations, complete and inter-disciplinary coherency, signed-off by the relevant technical Authorities. This will be enabled through the routine application of IPMS, specifically Theme 400 – technical scope development and VIP. This will ensure that the selected concepts and/or designs are robust and do not contain the seeds of potential project recycle.
  • Challenge the Downstream teams to assess and address the wider implications of their concepts to Upstream users, i.e. the source of feedstock in terms of custody transfer points locations, pipeline routing, volumes, specifications, uncertainties.
  • Participate as SME in FEL assurance events such as Concept shortlisting, Concept Selection review, technical reviews in ASSESS, SELECT and DEFINE, Cost Estimations and Schedule Assurance Reviews (CESAR), Independent Project Review (IPR), Cost Optimisation Reviews (COR), Project Health checks.
  • Participate as SME or facilitator in Value Improvement events to ensure the optimum value of the project is reached, and trade-offs agreed by the key stakeholders.

Supervision:

  • Plan and supervise the activities of the personnel and resources of the Department to achieve the Division objectives in an efficient and cost-conscious manner while ensuring implementation of approved operational plans for the Department in line with Division objectives
  • Train and develop the assigned staff on relevant skills to enable them to become proficient on the job and deliver the respective section objectives.

Budgets:

  • Compile and provide input to HOD of concept development for preparation of the Division budgets and regularly monitor expenditure against approved the Department budget levels.
  • Investigate, highlight and reconcile any significant variances to support effective performance and cost control.

Policies, Systems, Processes & Procedures:

  • Support the implementation of approved Function/Division/Department/Section policies, processes, systems, standards and procedures in order to support execution of the work programs in line with Company and International standards.

Performance Management :

  • Support the development of Division Performance Management System within the Department in accordance with Company approved guidelines and continuously monitor the achievement of the Department KPIs related to the approved Annual Performance Management Contract and the Balanced Score Card

Innovation and Continuous Improvement:

  • Identify and / or develop relevant training material for conceptual development practitioners and technical integrators, and develop a curriculum in Project Academy that will ensure that the conceptual development discipline is well trained and equipped with the required knowledge and best practices to perform their role
  • Identify improvements in internal processes against best practices in pursuit of greater efficiency in line with best industry standards in order to define intelligent solutions for issues confronting the function.

Health, Safety, Environment (HSE) and Sustainability:

  • Support the institution of an HSE culture and ensure compliance with relevant HSE policies, procedures, systems & controls and applicable legislation and sustainability guidelines across the Department in line with international standards, best practices and ADNOC Code of Practices.
  • Ensure adequate HSE training and induction for all Department employees to meet HSE standards.

Management Information Systems (MIS) and Reports:

  • Prepare all Department MIS and progress reports to provide accurate and timely reports and necessary information to Company Management to effectively manage the business.

QUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS:

Minimum Qualification:

  • Bachelor’s Degree in Engineering, with a process engineering specialisation is preferred

Minimum Experience & Knowledge & Skills:

  • 10 years of experience in Oil & Gas projects in IOC and NOC, possibly with major international Contractors, with hands-on multi-disciplinary exposure to various aspects for Project Conceptualization and Engineering, in Refineries, Petrochemicals, LNG or R&D. Experience in Licensor evaluation and selection and process optimisation Operations are a plus
  • Demonstrated mastery in own discipline (e.g. process engineering), and understanding at Knowledge or Skill level in at least another technical discipline, distinctively outside the own core discipline (other engineering disciplines, marketing, technology, project services, operations & maintenance, construction, C&P,..)
  • Demonstrated multi-disciplinary integration skills, capable to articulate trade-offs between disciplines
  • Experience in multiple megaprojects and brownfield projects in Downstream
  • At least 5 years of multi-disciplinary technical team integration roles in all 3 FEL Stages (ASSESS, SELECT and DEFINE), with good understanding of EXECUTE (detailed design, procurement, project controls, construction, commissioning & start-up) and OPERATE (Operations & Maintenance).
  • Good understanding of Upstream processes (Petroleum engineering, upstream processing, well engineering,) and articulation of their impact on Downstream concepts is essential
  • Nominated Technical Authority of at least Level 2 including at least 2 years in addressing technical discipline (conceptual development) challenges as Expert / Principal / Discipline Technical Authority
  • Good knowledge and experience of conceptual development discipline contribution (Through publications etc.)
  • Project Management / Engineering Management Experience in the Front-End is desirable.
