Job Description

Parsons is looking for a talented Senior Project Manager (Civil) to join our team! In this role, you will be part of the PMC leadership team responsible for managing the delivery, coordination, and integration of all civil, structural, underground, and associated infrastructure elements of a complex development project. You will provide project leadership across multidisciplinary teams, manage contractor and stakeholder interfaces, oversee program and delivery performance, and ensure the successful execution of project objectives from design through procurement, construction, commissioning, and handover.

What You'll Be Doing

  • Lead and manage the delivery of all civil, structural, underground, and associated infrastructure elements on behalf of the PMC throughout the project lifecycle.
  • Act as the primary PMC focal point for civil and infrastructure delivery matters, coordinating closely with the Client, consultants, contractors, utility providers, authorities, and key stakeholders.
  • Oversee the planning, coordination, and integration of a complex development incorporating underground structures, resilient infrastructure systems, advanced building systems, and specialist operational requirements.
  • Manage project scope, delivery strategies, execution plans, programme objectives, and performance targets to ensure successful achievement of project milestones and contractual commitments.
  • Lead multidisciplinary coordination across civil, structural, architectural, MEP, security, infrastructure, and specialist systems disciplines to ensure seamless project integration.
  • Manage project interfaces between consultants, contractors, utility providers, authorities, operators, and third-party stakeholders to support efficient project delivery and risk mitigation.
  • Monitor project progress, key milestones, critical path activities, and delivery risks, implementing appropriate mitigation and recovery measures where required.
  • Lead project coordination meetings, progress reviews, technical workshops, stakeholder engagement forums, and interface management sessions.
  • Support design integration and technical coordination activities, including review of design changes, technical submissions, RFIs, engineering proposals, and multidisciplinary coordination requirements.
  • Coordinate closely with the Design Management, Project Controls, Commercial, Contracts, HSSE, Quality, and Construction Management teams to ensure integrated project delivery.
  • Support procurement and tendering activities including technical reviews, contractor evaluations, tender clarifications, and mobilization planning.
  • Lead the management of project risks, opportunities, constraints, and interface challenges that may impact programme, budget, quality, or operational objectives.
  • Support commercial and contractual processes including change management, variation reviews, extension of time assessments, claims evaluation, and project governance activities.
  • Coordinate authority approvals, utility interfaces, permits, NOCs, inspections, and stakeholder requirements related to civil and infrastructure works.
  • Monitor project performance against programme, budget, quality, safety, and stakeholder objectives, providing regular updates and recommendations to senior project leadership and Client representatives.
  • Support testing, commissioning, operational readiness, handover, close-out, and defect liability activities to ensure successful transition into operation.
  • Prepare executive reports, project dashboards, presentations, recommendations, and progress updates for senior Client representatives and PMC leadership.
  • Perform other responsibilities associated with this position as may be appropriate.


What Required Skills You'll Bring

  • Bachelor's Degree in Civil Engineering or related technical discipline.
  • 20 years of professional experience in civil engineering, project management, program delivery, or major capital project execution.
  • Demonstrated experience delivering large and complex building, industrial, mission-critical, storage facility, within a PMC, Engineer, or Employer's Representative environment.
  • Strong understanding of project lifecycle delivery, including design, procurement, construction, commissioning, handover, and close-out.
  • Proven ability to manage multidisciplinary teams, contractors, consultants, utility providers, authorities, and stakeholder groups on complex projects.
  • Strong understanding of civil infrastructure, underground structures, utility coordination, resilient infrastructure systems, and multidisciplinary project interfaces.
  • Demonstrated experience managing project scope, program, risks, change management processes, and project governance requirements.
  • Excellent communication, leadership, stakeholder management, negotiation, and reporting skills.
  • Familiarity with BIM-enabled project delivery, digital coordination processes, and project information management systems.


What Desired Skills You'll Bring

  • Professional Engineer (PE), Chartered Engineer (CEng), PMP, or equivalent professional accreditation.
  • Previous experience within a PMC, Program Management, or major capital project delivery environment.
  • Experience delivering projects incorporating underground structures, resilient infrastructure, specialist facilities, or technically complex developments.
  • Strong understanding of project controls, interface management, risk management, and multidisciplinary project coordination.
  • Familiarity with BIM coordination, digital engineering workflows, and model-based project delivery.
  • Experience managing multiple stakeholder interfaces, including authorities, utility providers, operators, contractors, and consultants.
  • Knowledge of UAE authority requirements and regional project delivery practices.
