General Purpose of Role
This role exists to implement strategic initiatives, drive cultural transformation, and ensure organizational excellence delivering our Projects and Services. It plays a critical part in facilitating change that builds strong Quality culture across the sub-region and locations. By setting and measuring goals and ensuring synergy between people, processes, and tools, the role enables flawless and consistent execution of Projects and delivery of Services. It also focuses on building a competitively superior organization by attracting, developing, and retaining top talent —ensuring the right people are in the right roles at the right time to meet evolving project needs.
Customer / Stakeholder Advocacy
- Embed customer expectations and Worley standards into project quality planning and execution.
- Represent the voice of the customer on quality matters, leading effective resolution of non‑conformances and audit findings.
- Build strong relationships with project stakeholders, customer quality leaders, auditors, and project delivery teams to ensure successful delivery across projects of all sizes.
Global Alignment and Consistency
- Ensure implementation and compliance with global quality standards, systems, and international codes across locations and projects.
- Contribute to the development of location‑specific Quality strategy and annual plans aligned with global and regional priorities.
- Ensure global and regional Quality initiatives are effectively implemented across sub‑regions and locations.
- Support the onboarding and adoption of Quality initiatives at locations or projects.
- Drive consistency in quality execution and governance, escalating and addressing gaps where required.
- Share best practices and contribute to regional and global quality forums to support continuous improvement.
Business and Project Performance
- Possesses strong business and regulatory expertise, managing effective engagement with regulators and statutory bodies that shape Lower Gulf & Central Asia operations across the industry and community.
- Support locations and projects in developing effective project quality plans and monitor execution teams to ensure quality requirements are properly implemented within project execution strategies.
- Ensure the implementation, consolidation, and reporting of Quality performance metrics and KPIs across operations and projects, analyzing trends and driving continuous improvement actions.
- Support the development of location Management Reviews and assess the effectiveness of Management System implementation across locations and projects.
- Provide leadership insight into sub‑regional quality performance and collaborate with the Regional Director to consolidate sub‑regional inputs into the regional Management Review report.

One‑Networked Team
- Lead and develop a high‑performing quality team across sub‑regional locations, fostering collaboration and continuous capability building.
- Partner with the Regional Quality lead to support the selection of Quality leadership for mega and large projects.
- Promote strong collaboration between quality and other functions to support effective project delivery.
- Work with regional Quality leaders to implement functional change initiatives, ensuring sub‑regional alignment and representation.
- Enable knowledge sharing and alignment across quality leaders to drive a consistent, One‑Worley approach.
- Provide strategic quality guidance to regional quality teams and operational leaders.
Qualifications, Accreditation, Training
- Qualifications: Degree in Engineering, Quality Management, Business, or related field.
- Accreditations (Essential):
- ISO 9001 Lead Auditor or equivalent auditor training that can be evidence with context and methodology of training and practical implementation.
- Training (current and future):
- Leadership and management of organizational change.
- ISO Standards: ISO 9001.
- Construction Codes and Standards knowledge.
- Regulatory and Legislative requirements in the region.
- Risk Management knowledge.
- Problem solving and root cause analysis tools or failure mode investigation techniques.
- Continuous Improvement tools and approaches.
- Digital QA/QC tools and systems.
Job Specific Knowledge/ Experience
- Experience: 15+ years, 10+ years within engineering, construction, or EPC environments, and +5 years in quality leadership across multi-site/locations.
- Project Lifecycle Working Knowledge: Quality Management across design, procurement, construction, and commissioning phases.
- Interface skills to engage with customer quality representatives.
- Cross sector experience and able to collaborate with other function leaders.
- Quality Management covering Planning, Quality Assurance (QA), Quality Control (QC).
- Continuous improvement.
- Regulatory and standards Knowledge:
- Familiarity with local/jurisdiction and international quality regulations and standards (ISO).
- Experience with Quality and compliance auditing.
Decision Making
- Apply critical thinking and data-driven decision making to drive project delivery success. Gather, organize, research, and review information in order to draw conclusions and solve complex problems
- Defines and influences quality strategy, approves major project quality plans and resources, and resolves escalated quality issues.
- High level of autonomy in operational decisions; strategic decisions made in collaboration with quality leadership and project directors.
- Accountability to operational leadership and project sponsors.
Supervision Received
- Reports to: Regional Head of Quality functionally and sub-region GO Directors on budgetary planning.
- Operates with moderate to high independence, with strategic alignment to corporate quality policies and business goals.
Supervision & Authority
- Reports functionally to the Regional Head of Quality and works closely with sub‑region leadership.
- Leads and influences Country/Location Quality Managers and project‑embedded quality teams.
- Oversees resourcing and performance of quality teams across locations, projects, and sites.
