JOB DESCRIPTION

 KEY ACCOUNTABILITIES: (Description)

Health and Safety

§ Implement, and monitor HSE plans, policies, and procedures in line with project and regulatory requirements.

§ Conduct risk assessments, Job Hazard Analyses (JHAs), and implement control measures to eliminate or minimize hazards.

§ Inspect project sites, equipment, and work practices to ensure compliance with safety standards and engineering specifications.

§ Lead incident investigations, identify root causes, and recommend corrective and preventive actions.

§ Provide HSE induction and technical training to employees, contractors, and site personnel.

§ Ensure proper handling, storage, and disposal of materials and hazardous substances.

§ Review and update HSE documentation in accordance with current legislation and standards (e.g., ISO 45001, local authority codes).

§ Maintain accurate HSE records, permits, and compliance reports for audits and management review.

§ Stop and report any unsafe activities or conditions, promoting a proactive safety culture across all project phases.

Training

§ Contributes to identifying and developing training programs.

§ Responsible for training programs.

§ Monitors training plans and performance to ensure that plans are on track and

performance is met, with regular review.

§ Develops industry knowledge and may provide recommendations for the team.

Policies, Systems, Processes & Procedures

§ Follow all relevant departmental policies, processes, standard operating procedures, and instructions so that work is carried out in a controlled and consistent manner.

Continuous Improvement

§ Contribute to the identification of opportunities for continuous improvement and sustainability of systems, processes and practices considering global standards, productivity improvement and cost reduction.

Reporting

§ Assist in the preparation of timely and accurate statements and reports to meet department requirements, policies, and quality standards.

§ Notify the customers about the incidents and risks and notify them if there are any destructions to ensure they are provided with regular reports.

Quality, Health, Safety & Environment

§ Comply with all relevant safety, quality, and environmental management policies, procedures, and controls to ensure a healthy and safe work environment.

Related Assignments

§ The job holder may be required to undertake additional duties, which may be reasonably

expected and forms part of the function of the job.

CONTEXT, WORK ENVIRONMENT & DECISION-MAKING AUTHORITY:

§ The job holder is required to foresee and meet current and potential challenges presented by rapid operational and staff growth in creating and implementing effective human resources strategy.

§ The job holder exercises financial authority as per the level established by Khazna management and stipulated in the authority matrix.

§ Key decisions having significant impact on the department are referred to VP - Special Projects for approval before implementation.

 QUALIFICATIONS, EXPERIENCE, & SKILLS:

Minimum Qualifications:

§ Bachelor’s degree in safety management, engineering or a relevant field is preferred.

§ Certificate in occupational health and safety

Minimum Experience:

§ 5 plus years of proven experience in Health and Safety in GCC Region

Job-Specific Skills (Generic / Technical):

§ Proven experience as Health Safety Officer

§ In depth knowledge of legislation (e.g. NEBOSH, OSHS, OSHA) and procedures

§ Knowledge of potentially hazardous materials or practices

§ Experience in writing reports and policies for health and safety

§ Familiarity with conducting data analysis and reporting statistics

§ Proficient in MS Office; working knowledge of safety management information systems is a plus.

§ Outstanding organizational skills with attention to detail

§ Excellent communication skills with the ability to present and explain health and safety topics.

§ Familiarity with local and international standards and its audit and renewal processes.
