Job Description

We are seeking a Senior Data & Digital Governance Expert to support the development and detailing of data-driven initiatives under a construction ecosystem maturity program in the GCC. The role focuses on refining priority construction-sector data use cases, defining governance and quality requirements, and translating initiatives into implementation-ready operating models and roadmaps for government owners.

What You’ll Do

❏ Refine priority construction-sector data use cases and define the required datasets, KPIs, and decision-intelligence needs

❏ Develop sector-wide data standards, dictionaries, taxonomies, and metadata requirements

❏ Define governance models including roles, ownership, stewardship, quality controls, and compliance mechanisms

❏ Translate initiatives into implementation-ready models with clear workflows, operating models, and governance structures

❏ Specify data platform requirements, integration pathways, and interoperability standards

❏ Assess project-level and market-level data requirements for construction ecosystem maturity

❏ Prepare detailed implementation roadmaps, handover packages, and documentation for government owners

❏ Coordinate with government entities, regulators, and ecosystem stakeholders to ensure alignment with national data frameworks (SDAIA, NDMO)

❏ Construction-sector expertise

❏ Data strategy, sector data standards, dictionaries, and taxonomies

❏ Data governance, quality, ownership frameworks, and stewardship models

❏ Construction use-case development, KPIs, and decision-intelligence design

❏ Data platforms, integration, and interoperability

❏ Initiative design, operating models, and implementation roadmaps

❏ Government engagement and multi-stakeholder coordination

❏ GCC experience with familiarity in SDAIA/NDMO frameworks

❏ Preferably Arabic speaking

You’re Our Match If You Have

❏ Deep experience in data strategy, governance, and sector-level data frameworks

❏ Strong understanding of construction-sector data needs, project data flows, and market intelligence

❏ Proven ability to design data standards, dictionaries, and taxonomies for complex ecosystems

❏ Experience developing governance, quality, and ownership frameworks

❏ Ability to translate high-level initiatives into practical implementation models and roadmaps

❏ Strong stakeholder-management skills, especially with government and regulatory bodies

❏ Familiarity with SDAIA/NDMO policies, controls, and national data governance requirements

❏ Ability to work in fast-paced, multi-stakeholder environments

❏ Ability to work on-site as needed

Bonus Points If You Have Experience With

❏ National-level data governance programs or digital-transformation initiatives

❏ Construction analytics platforms, BIM data flows, or project-intelligence systems

❏ Designing dashboards, monitoring frameworks, and decision-support tools

❏ Interoperability standards across contractors, ministries, and ecosystem platforms

❏ Metadata management, lineage, and enterprise data cataloging

❏ Advisory work with government ministries or semi-government entities

❏ Experience in GCC mega-projects or construction ecosystem maturity programs

❏ Arabic language proficiency
