Responsibilities & Accountabilities

Technical Accountabilities

• Lead the assessment of business needs (of the entity’s internal and external stakeholders) for statistical products, data sources and types;
  
  

identify available technologies and systems; identify opportunities for improvement of the entity data architecture.

• Lead the application of best practices and frameworks (e.g., DAMA - DMBOK) to develop standards and policies for how data is collected,
  
  

stored, arranged and integrated.

• Develop the data architecture roadmap, including strategic priorities, KPIs and targets.
• Develop understanding of data across Abu Dhabi’s statistical ecosystem, the entity decentralised, hybrid value chain and Statistics Sector
  
  

requirements, the sources of data and potential issues in different data sets.

• Assess business needs (of the entity’s internal and external stakeholders) for statistical products, data sources and types across the data cycle.
• Evaluate and recommend technologies and systems that can be used to achieve objectives for data architecture
• Recommend best practices and frameworks (e.g., DAMA - DMBOK) to develop standards and policies for how data is collected, stored, arranged and integrated.
• Lead the development of architecture for the Entity and ADGE data to support Abu Dhabi’s statistical ecosystem.
• Oversee the design of data models and assess models against business needs; Develop and maintain the Entity data model, considering the interaction of processes across multiple systems.
• Influence and support the development and use of international data standards.
• Provide advice and support to Data Sector teams.
• Direct the following tasks, providing technical guidance and support for team members:
• Identification of the data cycle, pipeline, architecture and other components of data management as
  
  

applicable to individual or multiple projects.

• Identification of end user business requirements for data storage and data processes.
• Evaluation of the current “as is” approach and data models in use: assess process, data, technical and
  
  

performance requirements.

• Evaluation of Database Management Systems (DBMSs) in use and associated constraints and opportunities.
• Application of business, architecture, technical and performance requirements to design data models for individual projects and use cases.
• Designing conceptual and physical data models, using conceptual and logical models designed by architects and business analysts.
• Applying ER models, object-oriented or dimensional models, as appropriate.
• Tests for data models for performance capabilities with respect to individual projects or multiple projects.
• Collaboration with IT database teams to ensure that models are appropriate and fit for use.
• Updating data models as needed (e.g., when new data sets are identified and / or new sources are brought into the ecosystem or as business requirements or technologies change).
• Prepare or supervise the preparation of scopes of work for suppliers.
• Review or supervise the review of supplier technical proposals.
• Lead Section projects as project manager.
• Control project scope, schedules, quality, cost and other parameters.
• Report or supervise reporting of project status.
• Contribute to the project knowledge base.
• Prepare and implement Section policies and procedures, ensuring that legal, regulatory and other requirements are embedded in
  
  

Section governance.

• Lead the preparation of SLAs with internal and external stakeholders.
• Monitor and control Section service delivery, including data architecture, data governance, data strategy, policies, standards, rules and
  
  

processes.

• Oversee the management of the full data lifecycle.
• Propose and implement improvements to the Sections services.
  
  

Strategic, Financial & Leadership Accountabilities

• Contribute to the development of the Data Architecture and Governance strategy.
• Work with GovData to align the Entity’s data architecture with GovData’s architecture policies and standards.
• Implement the Data Architecture and Governance strategy: develop and implement Data Architecture plans, KPIs and objectives.
• Monitor and report on the achievement of Data Architecture plans, KPIs and
  
  

objectives.

• Achieve personal KPIs aligned to strategic KPIs.
• Represent the Section to Director, other sections, offices and to external parties.
• Communicate clearly the Entity’s mission, vision and goals, role in Abu Dhabis statistical ecosystem and Data Architectures mission, vision and goals, ensuring that subordinates, colleagues and other parties understand them and their respective roles in helping to achieve them.
• Agree objectives and KPIs with subordinates; assign tasks, initiatives and targets, delegating where appropriate while retaining accountability for results.
• Ensure that subordinates have the requisite knowledge, skills and other competencies required to complete tasks and acheive objectives.
• Provide technical direction, advice, guidance and support for subordinates where necessary, engaging in communication and consultation to ensure that proposals, risks, issues and requirements are clarified.
• Evaluate subordinate performance.
• Ensure that subordinates have the opportunities, resources and time required to develop themselves professionally and provide active support for employee development.
• Lead cross-functional project teams where required, including those involving contractors, consultants and ADGEs or other Government entities.
• Comply with Delegation of Authority (DOA), applicable legal and regulatory requirements, Finance policies and procedures and Procurement and Contracts policies and procedures.
• Propose draft Section budget; provide justifications for proposed budget amounts; propose individual project budgets.
• Monitor Section spending.
  
  

Skills

• 6-8 years - At least two years in a senior role
• Data architecture experience in Abu Dhabi
  
  

Government entity

• Experience working with international data
  
  

management standards and with the applicable

systems, databases and applications
