An HSE Engineer is responsible for ensuring that all health, safety, and environmental regulations are followed on oil and gas project sites, actively minimizing risks and promoting safe work practices. This role involves implementing HSE management systems, conducting risk assessments and audits, leading safety training, and investigating incidents to drive ongoing improvement and regulatory compliance in complex environments.
Key Accountabilities:
HSE Leadership & Team Management
Lead a team of HSE personnel (officers, hygiene officers, etc.).
Provide in-house service education and training to HSE officers, safety team, and firefighting team.
Conduct HSE weekly meetings; discuss issues and lead corrective measures.
Ensure team compliance with company HSE policies and regulations.
HSE Systems, Planning & Compliance
Strong understanding of HSE Management Systems and relevant legislative/ISO requirements (ISO 9001, ISO 45001, OHSAS: 45001).
Develop and implement HSE plans, welfare plans, site-specific procedures, and emergency response procedures.
Review HSE manuals, risk assessments, method statements, and emergency procedures prior to site implementation.
Ensure compliance with statutory regulations and monitor observance of site rules.
Bachelor Degree or Diploma in Engineering OR Bachelor Degree in relevant Science OR HSE discipline (from an institution of higher learning authorized to grant academic degrees in the country of issue).
Minimum 8-10 years’ experience in HSE in construction, fabrication, installation, and/or commissioning projects/operations in the oil & gas or petrochemical industries.
NEBOSH IGC or Equivalent (Subject to approval by ADNOC Group)
Any other HSE certifications (considered at ADNOC Group discretion)
Lead auditor ISO 45001 / ISO 14001 or equivalent.
Incident Investigation techniques.
Additional HSE Trainings / Certifications will be an added advantage: Annual HSE plan review and implementation, PTW system and Gas Testing, H2S & Breathing Apparatus, HSE Management System, Road safety, Management of sub-Contractors HSE
Ability to conduct Risk Assessments, Task Risk Assessments (TRA).
Ability to analyze incidents and apply different root cause analysis methods.
Ability to conduct HSE inspections, audits, and reviews.
Ability to establish fire warden systems, develop emergency checklists, and train wardens on their roles and responsibilities.
Ability to conduct HSE orientation, induction, and awareness sessions for workers.
Ability to conduct periodical HSE meetings.
Abu Dhabi requirement:
In addition to the above qualifications, HSE Managers working in Abu Dhabi must have successfully completed the Abu Dhabi Occupational Safety and Health (ADOSH SF) Practitioners Course and hold a valid “Grade A” registration.
