Role Purpose
The Project Engineering Manager (PEM) establishes and leads the framework for delivering engineering and design on EPC projects, providing cross discipline coordination and supervision to ensure safe, high-quality, on-schedule and within-budget delivery. The PEM drives engineering execution for offshore and fast track projects, managing interfaces across disciplines and supporting procurement and construction to enable predictable delivery outcomes.
Key Responsibilities
- HSE, Safety in Design & Sustainability
- Champion HSE and sustainable engineering across all engineering and design activities.
- Ensure design risks are identified, communicated, and mitigated early and throughout the project.
- Drive a “right-first-time” culture through disciplined governance, reviews, and verification.
- Engineering Leadership & Multi Discipline Delivery (EPC / Detailed Engineering)
- Lead the engineering team to deliver all discipline deliverables in line with scope, quality, schedule, and budget.
- Coordinate interfaces across Process, Mechanical, Piping, Electrical, Instrumentation, Civil/Structural, Telecoms and other disciplines as applicable.
- Ensure disciplined engineering execution: clear deliverable ownership, coordinated sequencing, and timely issue resolution.
- Lead/participate in key design reviews and 3D model reviews; ensure action closeout and design maturity at each stage.
- Fast Track / Accelerated Delivery
- Develop and implement an engineering execution approach suitable for fast track delivery, including out of sequence engineering where necessary.
- Ensure engineering supports early procurement and construction needs while protecting technical integrity and minimizing rework.
- Establish strong short interval control (look aheads, interface tracking, decision logs, action registers) to maintain momentum.
- Project Set Up, Planning & Controls Interface
- Ensure project engineering fundamentals are established early: scope alignment, deliverables list, milestones, resource plan, and engineering execution approach.
- Drive clarity of engineering scope and basis; ensure teams work to agreed requirements and approved assumptions.
- Support project reporting by providing accurate engineering progress, forecast, risks, and recovery actions.
- Procurement, Vendor & Subcontract Support
- Ensure engineering inputs to procurement are complete and robust (requisitions, datasheets, specifications, TBE support, clarifications, and vendor data review coordination).
- Coordinate multi discipline alignment for vendor document review and approvals to protect schedule and quality.
- Offshore / Site Support & Constructability
- Ensure constructability, operability and maintainability are embedded in the design.
- Provide engineering leadership during construction support, queries, deviations, and resolution of site issues as required.
- Customer & Stakeholder Management (ADNOC)
- Act as a key technical interface with the customer, maintaining strong working relationships and clear, professional communication.
- Lead technical alignment meetings and ensure requirements are understood and implemented across the engineering team.
- People Leadership
- Lead and mentor discipline leads and engineering teams; ensure resourcing is appropriate and capability matches project challenges.
- Promote collaboration, accountability, and team wellbeing—especially under high pressure fast track conditions.
Qualifications & Experience (Tailored)
Mandatory (Must Have):
- Bachelor’s degree in Engineering (or equivalent).
- Oil & Gas / Energy projects with strong EPC delivery exposure.
- Experience in a Project Engineering Manager (PEM) role leading multi discipline engineering delivery.
- Very strong experience in EPC detailed engineering delivery and governance.
- Strong offshore project experience (brownfield and/or greenfield).
- Previous ADNOC EPC experience – mandatory (client interface, approvals environment, and delivery expectations).
Preferred (Highly Desirable)
- Experience on heavy topsides / mega offshore facilities in the 25,000–30,000+ ton class (e.g., large offshore platforms / float-over or equivalent installation constraints).
- Demonstrated exposure to engineering drivers typical of heavy topsides: integration complexity, interface density, layout maturity management, weight growth management, and constructability constraints.
