Overview

The Project Quality Manager (PQM) will be responsible for defining and developing strategies and plans to ensure compliance with established Codes, Standards, Regulations, Policies, Procedures and Contractual Requirements.

Responsibilities

  • Understand contract requirements
  • Understand Sub-contract agreement requirements
  • Understand local regulatory requirements related to Quality
  • Prepare and maintain the Project Quality Plan
  • Ensure sufficient QA/QC resources are available to support all Project Processes; thus, including Design, Procurement, Fabrication, Supplier Surveillance, Receiving, Handling & Storage, Construction and Commissioning.
  • Report Project Quality performance to Area Welding & QA/QC Manager and Area Quality Manager.
  • Ensure Project Quality Training is performed, completed and documented
  • Ensure staff abides by HSE requirements applicable to their work scope
  • Act as the focal point for project quality issues and resolution
  • Advise Project Team on all QA/QC issues
  • Monitor, manage and coordinate Procedure Program Implementation - including New Procedure Generation, revisions and compliance
  • Coordinate with Engineering in development of “QA and QC Plan Details” or “Inspection and Test Plans” (ITPs) as applicable
  • Ensure Project Specific Quality Control Procedures are developed and implemented
  • Ensure a Prevententive Maintenance Schedule is developed for applicable contract materials and equipment
  • Coordinate with Home Office welding / Corporate Welding Technology (CWT) for identification and development of WPS’s and Procedure Qualification Record (PQR’s)
  • Ensure Production Test Plate (PTP) requirements are implemented.
  • Ensure Welder/Welding Operator Performance Qualifications (WPQ’s) are maintained
  • Ensure Material Management (Identification and Traceability) requirements are understood and implemented
  • Review key project deliverables to confirm compliance with quality requirements
  • Participate in subcontracting and procurement cycles to ensure specified quality requirements are met
  • Review applicable subcontractors/suppliers quality documentation
  • Ensure the effective management of on-site QC inspection and testing activities.
  • Ensure Weld Rod/Filler Material controls are established and maintained
  • Ensure Project NDE is coordinated and NDE Tracking System is established and maintained
  • Ensure Quality Control Training is performed, completed and documented
  • Ensure Inspection and NCR/CAR logs are developed and maintained.
  • Identify and process non-conformances, including obtaining Client approval of proposed resolutions, ensuring implementation and monitoring effectiveness of agreed resolutions
  • Review welder performances and investigate unsatisfactory performances
  • Ensure project quality documentation and records are developed and maintained
  • Monitor programmatic compliance to project quality objectives, applicable codes, standards, policies, procedures and specific contract requirements
  • Coordinate QA audits of project activities according to project audit program
  • Communicate with Client’s inspection personnel in performing the role of CB&I Quality Management Representative

Local Requirements

  • Provides direction, assistance, and information to meet specified requirements on quality management, welding, NDE, PWHT and QC methods. They implement CBI’s Quality Management System and work with the project team to ensure compliance with CBI, Code and Client requirements.
  • Comply fully with CB&I Business Conduct, Safety and Ethics Policies at all times.
  • Implement Project QMS requirements as per company / contract requirements.
  • Understand the scope of work and develop Project Quality Plan/ Contract Quality Plan (PQP/CQP).
  • Develop inspection test plans, welding procedures, and other QC deliverables to meet contract requirements.
  • Manage multi-discipline QA/QC responsibilities including but not limited to civil, structural, piping, insulation, painting, electrical & instrumentation works.
  • Coordinate Pre-inspection Meetings (PIM) with Client to review the project inspection and test plans prior to starting work.
  • Establish Supplier Quality Surveillance plans and implement them in accordance with criticality ratings, inspection levels and other project requirements.
  • Maintain good working relations with internal and external customers.
  • Ensure all work performed meets regulations, codes, CB&I Policies/ Procedures, industry requirements and contract specific requirements.
  • Forecast and assign resources, ensure implementation of training, and oversee certifications for welding, NDE and QA/QC personnel.
  • Ensure Material Receiving Inspections are completed, and any discrepancies are resolved in a timely manner.
  • Review of vendor documents to ensure they comply with contract requirements.
  • Develop and implement effective problem-solving techniques that prevent recurrence of non-conformances.
  • Plan, coordinate, and take part in training and development activities to improve project performance and enhance individual career development.
  • Conduct site quality audits and assess the quality personal.
  • Oversee quality dossier preparation and submission.

Qualifications

  • BS Degree in Welding Engineering, Welding Technology, Industrial Technology, Mechanical with a welding emphasis, or Materials Science degree preferred. (Associate in Applied Science-Welding Technology or related AS combined with years of applicable experience).
  • Minimum of 15 Years relevant Experience including 5 years as a Project Quality Manager.
  • ISO 9001:2015 Internal or Lead Auditor certification preferred.
  • Strong leadership and management skills, excellent written and verbal communication, strong analytical, problem solving, and risk assessment skills.
  • Previous Welding Engineering Experience with a comprehensive understanding of NDE methods VT, MT, PT, SFT and RT.
  • Complete working knowledge of applicable industry codes & standards such as ASME & API
  • An understanding of ferrous and non-ferrous metallurgy.
  • Results oriented with good management, organizational, prioritization, and team-based skills
  • Competent computer skills with experience in electronic document management systems

  • Act as a focal point for all project quality related matters at the point of assignments.
  • Understands project requirements and ensures compliance.
  • Compiles project records and handover for final documentation related to ITP.
  • Can communicate effectively with internal and external disciplines at multiple levels.
  • Must be familiar with and have knowledge of applicable codes and standards including but not limited to: ASME Section II, ASME Section V, ASME Section VIII, ASME Section IX, ASTM Material, API 650, API 620, AWWA D100, AWS D1.1, ASME B31.3, ASME B16.5/B16.47, etc. (including product specific related codes as and when needed),ISO 9001 Quality Management System Standards.
