Job Objective
The PMC Specialist Process Engineer is responsible for providing process engineering expertise throughout the design, construction, commissioning, and operational readiness phases of major offshore or onshore projects under a Project Management Consultancy (PMC) framework. The role ensures that process design, performance, operability, safety, and technical integrity requirements are effectively implemented in accordance with client specifications, approved engineering documents, regulatory requirements, international standards, and project objectives.
Responsibilities
- Lead and coordinate process engineering activities across all project phases, ensuring compliance with approved project requirements, schedules, budgets, and execution strategies
- Act as the primary PMC focal point for process engineering matters between the client, EPC contractor, engineering disciplines, operations team, commissioning team, and regulatory authorities
- Review and verify the implementation of process design requirements in engineering, procurement, construction, commissioning, and start-up activities
- Develop, review, and approve process design philosophies, design basis documents, specifications, studies, calculations, and engineering deliverables
- Review process simulations, heat and material balances, process flow diagrams, utility flow diagrams, piping and instrumentation diagrams, equipment data sheets, and process control requirements
- Verify process design calculations, including hydraulic analysis, line sizing, pressure drop, relief and flare system design, equipment sizing, pump and compressor performance, and utility requirements
- Review and approve process engineering deliverables prepared by EPC contractors, ensuring compliance with project specifications, applicable codes, standards, and client requirements
- Ensure process requirements are properly incorporated into equipment specifications, piping layouts, control philosophies, cause-and-effect diagrams, operating procedures, and commissioning documentation
- Coordinate process engineering interfaces with mechanical, piping, instrumentation, electrical, civil, structural, safety, marine, operations, and commissioning disciplines
- Participate in HAZID, HAZOP, SIL assessment, LOPA, design reviews, model reviews, constructability reviews, operability reviews, and other technical safety and process assurance activities
- Review process safety and operability aspects of relief systems, flare systems, blowdown systems, shutdown systems, chemical injection systems, separation systems, metering systems, and utility systems
- Provide technical guidance on process optimization, debottlenecking, energy efficiency, emissions reduction, operability, maintainability, and inherently safer design
- Review process aspects of temporary facilities, construction activities, SIMOPS, brownfield modifications, shutdowns, tie-ins, pre-commissioning, commissioning, and start-up activities
- Verify that process operating envelopes, design limits, control requirements, alarm settings, trip settings, and safeguarding functions are properly defined and documented
- Review and approve process-related method statements, commissioning procedures, operating philosophies, performance test procedures, and system handover documentation
- Monitor contractor performance and identify deviations, nonconformities, technical queries, design risks, and potential impacts to project cost or schedule, ensuring timely corrective actions and close-out
- Ensure effective management of process engineering actions, recommendations, assumptions, deviations, technical queries, and risk registers throughout the project lifecycle
- Participate in vendor technical evaluations, equipment inspections, factory acceptance tests, site inspections, audits, and technical assurance activities where required
- Support system completion, pre-commissioning, commissioning, start-up, performance testing, handover, and close-out activities, ensuring all process engineering requirements and documentation are completed
- Provide regular process engineering progress reports, technical updates, risk summaries, and recommendations to project leadership and the client
- Promote a strong process engineering, technical assurance, operability, and continuous improvement culture across the PMC, client, EPC contractor, and project teams

- Bachelor of Science degree in Chemical Engineering
- Minimum of 15 years of relevant experience in oil and gas industry
- Extensive experience in Oil and Gas Offshore projects
- Excellent written and verbal communication skills
- Excellent technical team and interpersonal skills
- Experience and detailed knowledge of relevant international codes and standards
- Knowledge of engineering computer programs and general business software
- Ability to make independent decisions in the planning, organizing and coordinating to develop solutions to complex problems
