Role Purpose The HR Specialist will act as the functional lead representing the Human Resources domain within the Oracle Fusion ERP program, responsible for validating, and owning the TO-BE HR processes, ensuring alignment with Oracle best practices and the university’s strategic objectives. The role will also act as the Change Champion for the HR stream, driving transformation, adoption, and successful transition from legacy systems to Oracle Fusion HCM. Key Responsibilities 1. TO-BE Process Implementation & Ownership (Core Responsibility)

  • Lead and oversee the implementation of TO-BE HR processes across all HR functions, including: o Core HR o Recruitment & Onboarding o Payroll & Compensation o Performance Management o Learning & Development o Talent Management & Succession
  • Ensure TO-BE processes are: o Aligned with Oracle Fusion HCM standard capabilities o Optimized and standardized across the university o Scalable and compliant with policies and regulations
  • Review, challenge, and approve process designs proposed by the implementation partner.
  • Ensure clear documentation of: o Process flows o Roles & responsibilities (RACI) o Business rules and approvals
  • Act as the final business authority for HR TO-BE process decisions. 2. Business Requirements Leadership
  • Lead the definition and validation of functional and non-functional requirements for the HR stream.
  • Ensure requirements are fully aligned with the approved TO-BE processes.
  • Review and approve: o Functional Design Documents (FDDs) o Configuration workbooks
  • Ensure minimal customization by leveraging Oracle standard functionality. 3. Change Management & Transformation (Change Champion)
  • Act as the Change Champion for HR, driving organizational readiness and adoption.
  • Lead: o Change impact assessments o Stakeholder engagement plans o Communication strategies
  • Ensure alignment of all stakeholders with the new TO-BE operating model.
  • Address resistance and drive behavioral change across HR teams. 4. Business Process Expertise & Governance
  • Develop deep expertise in Oracle Fusion HCM processes and configurations.
  • Ensure governance over: o Process standardization o Policy alignment o Compliance with UAE labor laws and university regulations
  • Drive process optimization and continuous improvement. 5. Stakeholder Management
  • Act as the key interface between HR business stakeholders and the ERP implementation partner.
  • Facilitate: o Process design workshops o Fit-gap sessions o Decision-making forums
  • Engage senior stakeholders to ensure alignment and timely decisions. 6. Testing & Validation
  • Lead HR stream participation in: o System Integration Testing (SIT) o User Acceptance Testing (UAT)
  • Ensure test scenarios are aligned with TO-BE processes.
  • Provide final validation and sign-off for HR functionalities. 7. Data Migration & Reporting
  • Support HR data migration activities: o Data cleansing and validation o Mapping legacy data to Oracle structures
  • Ensure data integrity and readiness for go-live.
  • Define HR reporting and analytics requirements aligned with business needs. 8. Training, Adoption & Post-Go-Live Support
  • Support development of training materials based on TO-BE processes.
  • Ensure HR users are trained on new workflows and system usage.
  • Act as HR functional SME post-go-live, supporting hypercare and continuous improvement.

Minimum Qualification

  • Bachelor’s degree in Computer science, Human Resources, or related field

Expected Skills

Experience Requirements

  • 10+ years of HR functional experience
  • Proven experience in Oracle Fusion ERP implementations
  • Strong experience in: o Business process design (TO-BE modeling) o HR transformation initiatives o Change management
  • Experience working in large organizations or higher education is a plus Skills & Competencies
  • Strong expertise in end-to-end HR lifecycle processes
  • Solid understanding of Oracle Fusion HCM modules
  • Ability to drive and validate TO-BE process implementation aligned with best practices
  • Strong stakeholder management and influencing skills
  • Excellent communication and facilitation abilities
  • Analytical thinking and decision-making capability Language Requirement
  • bilingual in Arabic and English is highly desirable

Salary Range

11000-23000
