Job Purpose

Lead the safe, reliable and cost-effective execution of Petroleum Ports operations, ensuring fleet readiness, operational excellence, regulatory compliance, stakeholder satisfaction and alignment with ADNOC L&S strategic objectives. Drive continuous improvement, digital transformation, operational efficiency and sustainable business growth across Marine Services.

Coordinate and apply best practices in PPO management and provide daily direction for management of the Stations and fleet. Ensure vessel management complies with local and international regulations, OPCO and port requirements, client expectations, and company standards, including the Company Integrated Management System, ISM Code and ISO requirements.

Job Specific Accountabilities

Marine Operations

  • Oversee daily management of marine operations and fleet activities supporting 24/7 service requirements, ensuring safe, reliable, compliant and cost-effective service delivery.
  • Monitor fleet availability, utilization, operational readiness and service continuity, and take corrective action to resolve bottlenecks affecting business results or client commitments.
  • Coordinate with Marine Superintendents, vessel teams, stations and support departments to resolve operational matters and improve reliability, safety and customer service.
  • Undertake vessel, station and site visits as required by VP Petroleum Ports Operations and ensure timely follow-up of operational observations and improvement actions.

HSE, Compliance, Assurance & Risk Management

  • Implement and monitor controls and standards to ensure marine operations comply with approved policies, procedures, government regulations, port rules and shipping protocols.
  • Promote safety and environmental compliance by ensuring relevant HSE policies, procedures, systems and controls are communicated, implemented and enforced.
  • Ensure vessel operations and fleet management activities align with the Company Integrated Management System, ISO requirements, STCW, IMO and applicable marine standards.
  • Identify, assess and mitigate operational, technical, regulatory and business risks, and monitor risk mitigation action plans to support business continuity and emergency preparedness.
  • Support investigations of accidents, incidents, near misses and non-conformities, and coordinate corrective and preventive actions with HSE and concerned stakeholders.

Fleet Development, New Builds & Asset Management

  • Support planning and execution of vessel new build, replacement, upgrade and fleet expansion initiatives in line with Marine Services operational requirements.
  • Participate in vessel specification reviews, technical evaluations, shipyard coordination, inspection activities, commissioning support and vessel acceptance processes as required.
  • Monitor vessel lifecycle, asset condition and modernization requirements to support safe, efficient and sustainable fleet performance.
  • Contribute to business cases for vessel acquisitions, major upgrades, capital projects and fleet optimization initiatives.

Minimum Requirement

  • Master Mariner Certificate of Competency, STCW 95 II/2 Unlimited, or equivalent recognized marine qualification. Marine Engineering equivalent may be considered where aligned with business requirements.
  • At least 15 years of experience within the Marine and Offshore Industry, including significant experience in marine operations, fleet management, vessel assurance or shore-based marine management.
  • Strong knowledge of marine international rules and standards, including STCW, ISO, IMO, Flag State, Port State and applicable port / client requirements.
  • Experience in audits, inspections, incident follow-up, contractor performance, operational reporting, budget inputs and client service delivery.
  • Knowledge of vessel lifecycle management, new build / upgrade support, technical evaluation and fleet development activities is preferred.
  • Ability to manage 24/7 operations, coordinate cross-functional stakeholders, resolve operational bottlenecks and drive continuous improvement.
  • Strong leadership, communication, negotiation, decision-making, analytical, reporting and stakeholder management skills.
  • Working knowledge of SAP, Ariba, Power BI and Microsoft Office applications is preferred.
  • Proficient in English and able to prepare clear operational reports, business cases, audit updates and management presentations.

Professional Certifications

  • ISM / ISO Internal Auditor certification is preferable.
  • ISO 9001, ISO 45001, risk management, project management, HSE or marine assurance certification is an advantage.
