Job Summary

As the HSE Permit Coordinator, you will drive the coordination, review, and approval of permits to work within the Maximo system to ensure high-risk and routine contractor activities are properly planned, authorized, and controlled in line with safety standards. Operating from the Permit Office, you will provide frontline assurance by reviewing permit applications, validating risk assessments, and conducting site checks. Your role will bridge the gap between safety compliance and operational efficiency, challenging unsafe practices with confidence while balancing demands. You will engage contractors through toolbox talks, guidance, and competency verification, fostering safe work systems. Active site presence, inspections, and clear communication will be key to ensuring works are executed safely, compliantly, and without disruption to colleagues, guests, or operations.

Responsibilities

Permit to Work System

  • Ensure the permit system is consistently and accurately applied across all activities, locations, and contractors, maintaining compliance through comprehensive approval processes in the Maximo system.
  • Review and authorize permits while verifying risk assessments, method statements, competency certificates, and supporting documentation for suitability and sufficiency.
  • Validate that hazards, controls, and emergency arrangements are clearly outlined and communicated before work initiation, ensuring a robust safety framework.
  • Issue, display, suspend, close, and archive permits according to established procedures, guaranteeing full traceability and compliance.

Site Monitoring

  • Execute regular site checks to validate adherence to approved permits and control measures, intervening promptly to rectify unsafe conditions or permit non-compliance.
  • Issue stop work or improvement notices and escalate concerns as necessary to mitigate risks and uphold permit requirements.
  • Adjust permits dynamically through amended risk assessments when changes in work conditions are detected, ensuring continued compliance.

Contractor Engagement

  • Collaborate directly with contractors and supervisory teams to clarify permit expectations and standards, facilitating a shared understanding of Permit to Work principles.
  • Deliver toolbox talks, pre-start briefings, Permit to Work inductions, and refresher training to reinforce safe systems of work and best practices.
  • Verify contractor competencies and train permit users, issuers, and approvers, fostering a capable and safety-conscious workforce.

Inspections

  • Conduct Permit to Work inspections and audits in accordance with established programmes, logging findings, actions, and observations systematically.
  • Analyze permit data trends and recurring issues to identify areas for improvement, contributing to ongoing enhancement of permit processes.
  • Provide input for updates to Permit to Work procedures, guidance, and training materials based on audits and inspections.

Documentation and Records

  • Maintain controlled and accessible records of permits, inspections, training sessions, and related documentation in adherence with organizational policies.

Qualifications

Essential

  • High school qualifications or equivalent.
  • NEBOSH General Certificate in Health and Safety.
  • Construction safety-related certification.
  • Minimum of three years’ operational work experience.
  • Proficient in English (written and spoken), with excellent communication and interpersonal skills.
  • Strong analytical and problem-solving abilities.
  • Capability to work independently and collaboratively within a team.

Desirable

  • Additional Health and Safety-related courses, such as fire safety training.
  • Proven experience in an HSE role with contractor management responsibilities.
  • Prior leadership experience or supervisory roles.
  • Experience managing contractors in a permit office environment.
  • Ability to speak additional languages, including Hindi, Bengali, Urdu, or South Indian dialects.
