Role PurposeThe HSE Officer will be responsible for supporting health, safety, and environmental compliance across all entities, covering both project sites and office operations, regardless of where the entities operate.The role will ensure that employees, project teams, subcontractors, visitors, and office personnel follow approved HSE procedures, client requirements, site requirements, and applicable health and safety expectations. The HSE Officer will support the organization by conducting inspections, monitoring safe work practices, identifying hazards, maintaining HSE records, and following up on corrective actions.The role will also support project activities, especially data center, ICT, ELV, MEP, and related technical projects, while ensuring that office-based HSE requirements are also maintained.Scope of RoleThe HSE Officer’s scope shall include:

  • All entities.
  • Project sites, client sites, data centers, warehouses, and office locations.
  • Employees, subcontractors, suppliers, visitors, and project personnel.
  • UAE operations and any other operating locations where YHT entities are active.
  • Office safety, site safety, project safety, emergency preparedness, and HSE documentation.

Key Responsibilities1. Project and Site HSE Support

  • Support all project teams by monitoring HSE compliance at project and client sites.
  • Conduct regular site inspections to verify safe working conditions and compliance with approved procedures.
  • Monitor project activities, especially data center, ICT, ELV, MEP, installation, testing, commissioning, and maintenance works.
  • Review and support risk assessments, method statements, toolbox talks, and permit-to-work requirements.
  • Ensure project teams and subcontractors are following site-specific HSE requirements.
  • Monitor high-risk activities, including electrical works, working at height, lifting activities, hot works, confined space activities, cable pulling, equipment installation, material handling, and work in live or controlled environments.
  • Coordinate with project managers, site engineers, supervisors, subcontractors, and client HSE representatives.
  • Support project mobilization by ensuring HSE requirements, emergency arrangements, PPE needs, and client site rules are understood by the team.
  • Report unsafe acts, unsafe conditions, incidents, near misses, and non-compliances.
  • Follow up with project teams until corrective actions are closed.
  • Office and Facility HSE Support
  • Conduct routine HSE inspections of office locations and common areas.
  • Ensure office safety arrangements are maintained, including housekeeping, walkways, emergency exits, fire extinguishers, first aid boxes, signage, electrical safety, and general workplace safety.
  • Support emergency preparedness for office locations, including evacuation plans, fire drills, first aid arrangements, and emergency contact lists.
  • Monitor office-related hazards and coordinate corrective actions with administration, facilities, and management.
  • Ensure visitors, suppliers, and contractors working in office premises follow basic safety rules.
  • Maintain records of office inspections, fire drills, first aid checks, and corrective actions.
  • HSE Documentation and Compliance
  • Maintain HSE records, including inspection reports, incident reports, training records, toolbox talk records, risk assessments, method statements, permits, audit findings, and corrective action trackers.
  • Support the development, review, and implementation of HSE policies, procedures, forms, and checklists.
  • Ensure HSE documentation is properly controlled, updated, and available when required.
  • Support internal and external audits related to health, safety, environment, and compliance.
  • Prepare periodic HSE reports for management, projects, and relevant stakeholders.
  • Track HSE performance, recurring issues, corrective actions, and improvement areas across YHT entities.
  • Training, Awareness, and Safety Culture
  • Conduct HSE inductions, toolbox talks, and basic safety awareness sessions for employees, subcontractors, and project teams.
  • Promote safe work behavior across offices and project sites.
  • Guide employees and project teams on PPE usage, emergency response, incident reporting, and safe work practices.
  • Support department heads and project managers in improving HSE awareness and compliance.
  • Encourage reporting of hazards, near misses, and unsafe conditions.
  • Incident Reporting and Corrective Action
  • Report and document incidents, near misses, unsafe acts, unsafe conditions, and HSE observations.
  • Support basic incident investigation and root cause analysis.
  • Coordinate with relevant teams to define corrective and preventive actions.
  • Follow up until actions are properly closed.
  • Maintain incident logs and share lessons learned where applicable.

Requirements

Data Center and Technical Project FocusThe HSE Officer should be able to support HSE requirements for data center and technical environments, including:

  • Electrical safety and work in live or controlled environments.
  • Cable pulling, containment, rack installation, server room activities, and equipment installation.
  • Access control, restricted areas, and client site rules.
  • Tool control, material control, housekeeping, and access route management.
  • Fire safety and emergency response awareness.
  • Permit-to-work coordination where required.
  • Safe work practices for ICT, ELV, MEP, installation, testing, commissioning, and maintenance activities.
  • Coordination with client HSE and facility teams.

Required Qualifications

  • Diploma or bachelor’s degree in Occupational Health and Safety, Engineering, Facilities Management, or a related field.
  • NEBOSH IGC, IOSH Managing Safely, or equivalent HSE certification is preferred.
  • First aid and fire safety training is preferred.
  • Minimum 3 to 5 years of HSE experience.
  • Experience in project-based HSE support is required.
  • Experience in data center, ICT, ELV, MEP, construction, facilities, or technical project environments is preferred.
  • UAE experience is preferred.

Required Skills And Competencies

  • Good understanding of HSE practices for both office and project environments.
  • Knowledge of site safety, office safety, emergency preparedness, PPE, and incident reporting.
  • Understanding of project risks related to electrical works, installation activities, data centers, ICT, ELV, MEP, and subcontractor activities.
  • Ability to conduct inspections and prepare clear reports.
  • Knowledge of risk assessments, method statements, toolbox talks, permits, and corrective action tracking.
  • Strong communication and coordination skills.
  • Ability to work with management, project managers, engineers, supervisors, subcontractors, employees, suppliers, and client representatives.
  • Good documentation, reporting, and follow-up skills.
  • Practical approach to identifying and resolving HSE issues.
  • Ability to support multiple entities, locations, and operating environments.

Key Performance Indicators

  • Completion of scheduled HSE inspections for project sites and office locations.
  • Timely reporting and closure of HSE observations and corrective actions.
  • Compliance of employees, project teams, and subcontractors with HSE requirements.
  • Availability and accuracy of HSE records and reports.
  • Completion of toolbox talks, inductions, and safety awareness sessions.
  • Reduction in repeated unsafe practices or recurring HSE observations.
  • Timely reporting and follow-up of incidents, near misses, and hazards.
  • HSE readiness for client visits, internal audits, and external audits.
