Responsibilities


Our newest opportunity is for a talented HSE Manager to join our team in Abu Dhabi, supporting the delivery of a prestigious waterfront residential development comprising luxury villas and premium residential communities.


The successful candidate will be responsible for leading health, safety and environmental management across the project, ensuring compliance with contractual requirements, UAE legislation, international HSE standards and project-specific requirements.

Working as part of the Consultant team, the HSE Manager will oversee contractor safety performance, implement HSE management systems, conduct audits and inspections, monitor compliance, investigate incidents and provide leadership to promote a strong safety culture throughout the project lifecycle.


The ideal candidate will have extensive experience managing HSE on major construction projects, preferably within luxury residential, waterfront, mixed-use or large-scale developments.

We envisage success in this role to include:

  • Health, Safety & Environmental Management
  • Develop, implement and maintain project-specific HSE management plans and procedures.
  • Ensure compliance with UAE HSE regulations, client requirements, contractual obligations and international safety standards.
  • Monitor contractor compliance with approved HSE Plans, Risk Assessments, Method Statements and Permit-to-Work systems.
  • Promote a proactive safety culture across all project stakeholders.
  • Provide HSE leadership, guidance and support to project teams, contractors and site personnel.
  • Site Safety Management
  • Conduct regular site inspections, safety audits and compliance reviews.
  • Identify unsafe practices, hazards and potential risks, ensuring corrective actions are implemented.
  • Review contractor risk assessments, lifting plans, temporary works procedures and safe systems of work.
  • Monitor compliance with construction safety requirements including:
  • Work at height
  • Lifting operations
  • Excavation and temporary works
  • Confined spaces
  • Electrical safety
  • Fire prevention
  • Emergency response procedures
  • Investigate incidents, near misses and safety observations, ensuring appropriate corrective actions are implemented.
  • Monitor site welfare facilities, environmental controls and housekeeping standards.
  • Contractor & Stakeholder Coordination
  • Act as the key HSE interface between the Consultant, Contractor, Client and project stakeholders.
  • Review contractor HSE submissions, reports, inspections and performance statistics.
  • Lead HSE meetings, toolbox talk reviews and safety campaigns.
  • Coordinate with construction supervision teams to ensure safety requirements are integrated into daily site activities.
  • Provide HSE input into construction planning, programme reviews and risk management discussions.
  • Reporting & Compliance
  • Prepare HSE reports, dashboards, audit findings and performance updates.
  • Monitor leading and lagging HSE indicators and identify improvement opportunities.
  • Maintain accurate records of inspections, incidents, training and corrective actions.
  • Support project handover requirements and ensure outstanding HSE matters are closed.
  • Promote continuous improvement through lessons learned and best practice implementation.


Qualifications


To be successful in this dynamic opportunity, we envision that you will bring a minimum of 15 years' career experience partnered with a Masters or a Bachelor Degree in Health & Safety, Engineering, Construction Management or related discipline.


NEBOSH Diploma Level 6 or above candidates along with experience gained from working on large-scale Villas projects in UAE is being looked for.

Strong consultancy, PMC or supervision consultant experience preferred.

Experience delivering luxury residential, villa, waterfront, hospitality or large-scale mixed-use developments.

Strong knowledge of UAE HSE legislation and construction safety requirements.
