Responsible for monitoring and promoting health, safety, and environmental compliance across all project activities. Ensures contractors adhere to approved HSE plans, procedures, and regulatory requirements through inspections, audits, risk assessments, and ongoing site monitoring, while supporting the achievement of a safe and incident-free working environment.
Responsibilities
Conduct and/or Participate in Company safety audits for Contractor and Sub Contractor Carry on risk assessment as directed by Company or Senior Safety Engineer.
Review the contract documents for each Construction Package in respect of Safety requirements and procedures and advise the Project manager of any deficiency.
Review and comment to the Project Manager, onsite safety organizations and key personnel CV's as submitted by the Contractor.
Review Safety Procedures as submitted by the Contractor and ensure implementation is in compliance with Contract requirements.
Review Inspection, Test, and Plans as submitted by the Contractors and ensure compliance with safety requirements.
Ensure all activities onsite are in compliance with safety procedures in respect of the format signed off by Contractor's Safety Officer.
Ensure Contractor’s safety staffs are adequate onsite and report to the Project manager in case of a shortfall.
Review Contractor's safety records, documents to ensure major construction equipment is maintained regularly.
Ensure Contractors labourers on site are following safety procedures and report to Project manager in case of deficiency.
Closely monitor site activities, on a daily basis, issuing non-compliance and submit reports to the Project Manager.
Participate in weekly meetings and monthly executive meetings.
Coordinating with Company senior safety Engineer to ensure that HSE policy is implemented by the Contractor.
Participate with PMC staff in reviewing and assessing of Close-out Report as submitted by Contractor.
Informs themselves of the relevant Quality, Environmental, Safety and Occupational Health Policies, Manuals and Procedures in place within Hill International, and ensures continued compliance with these requirements while employed by Hill.
Perform other duties as assigned by the line manager/supervisor.
Qualifications
Bachelor’s degree in engineering or equivalent.
12 years’ experience in project health and safety on large New Build Projects
ISO 14000 & ISO 45001 Auditor Certified.
NEBOSH IGC or similar recognized Level 3 HSE Qualification.
NVQ Level 5 Diploma in Occupational Health & Safety Management.
Abu Dhabi Occupational Safety and Health Practitioner Certificate (ADOSH/OSHAD-SF)
Excellent presentation skills with solid communication capabilities and practices, both oral and written.
