Expert CSD Technology M F D

A leading financial market infrastructure organization is seeking an Expert in CSD Technology (CTO) to oversee, maintain, and enhance its central securities technology ecosystem. The role is responsible for driving the implementation, stability, and continuous improvement of complex, multi‑module systems supporting post‑trade operations within a highly regulated environment.

Responsibilities

• Reports to the Director of CSD and is the ultimate accountable person for the functioning, upgrade and maintenance of the company IT infrastructure.
• Ensure the smooth running of the whole of the technological infrastructure of the company. Ensure the highest regulatory standards are met.
• Ensure the smooth interoperability amongst the multiple pieces of software that compose the company infrastructure.
• Ensure, through appropriate procedures and testing, the implementation of the product business requirements coming from the business development, as well as the functional specifications coming from product/operations.
• Liaise with all technology providers and ensure the timely release of any new component of the system.
• Provide periodical update to the Director of the CSD in terms of quality assurance of the delivery of the service provider.
• Grant through appropriate policies and procedures the business continuity of the company as well as the recovery from a major technological disruption (“Disaster recovery”) and any other emergency procedures.
• Direct report: Lead Specialist – CSD Systems, the junior IT specialist and the vendors towards which IT operations and management may be outsourced.
• Provide leadership and direction to direct reports towards the achievement of goals and objectives.
• Guide and motivate direct reports to enhance performance and produce quality work and ensure that they are continuously developing for higher level roles.
  
  

Qualifications

• UAE National – 8+ years of experience / Expat – 9+ years of experience in the post trade banking or infrastructure industry.
• Deep knowledge of the industry (and CSD) IT operations and IT infrastructure.
• Understanding of the working of a market infrastructure, covering trading, clearing settlement, safekeeping, collateral management, asset servicing, proxy voting, fiscal services, trade repository and data.
• Demonstrated project management skills within startup structures and new business set up.
• Track record in dealing with complex IT implementation projects in the FMI sector. Track record of having implemented previously product and services, leading both IT implementation (from RFP to supervision of IT platform implementation) both within custodians or preferably within market infrastructures and namely CSDs.
• Deep knowledge of the industry (and CSD) settlement, safekeeping, asset servicing, fiscal services, collateral management operations and infrastructure.
• Proven collaborative behavior. Coaching, training and coordination skills. Excellent communication skills (conviction skills and sensitive communication style). Capability to operate and deliver under pressure. Fluency (written and spoken) in English, Arabic a plus.
