Job Purpose

Execute the procurement and contracts activities for Major and Technical Projects covering direct procurement and procurement by EPC contractors. Conduct tender evaluation, contract formulation and post award contract in conformity with the project’s objectives.

Key Accountabilities

Procurement & Contracts

  • Provide an accurate and timely input for the development of project’s contractual strategies in line with the project’s requirements.
  • Prepare, update and modify contracts and contractual documents related to projects to safeguard the Company’s interests all potential risks related to third party performance (operational, financial, legal, etc.).
  • Conduct procurement activities (from pre-qualification to recommendation for contract award) in line with approved policies and procedures.
  • Identify contractual risks and ensure the timely mitigation through effective terms and conditions.
  • Participate in reviewing the scope of work to avoid contractual misinterpretations and minimise variations and claims during the project’s execution.
  • Participate in the preparation of contractual response to address Contractors issues during the tendering and execution phases.
  • Evaluate and develop negotiation strategies for effectively managing the changes, variations, and claims and minimize the contractual impacts.
  • Coordinate and follow-up to ensure the timely availability of procured materials.
  • Support in closing out of contracts and issuance of completion certificates as per the contractual provisions.

Qualifications, Experience, Knowledge & Skills

  • Bachelor Degree in Engineering.
  • 6 years of experience in procurement and contracts activities related to projects in the Oil and Gas industry.
  • Understanding of contract terms and conditions, commercial acumen and attention to detail.
  • Familiarity of standard industry forms of contracting and their operative effects.
  • Experience of both pre-award and post-award phases of a project.
  • Exposure in the commercial and legal issues impacting business and the delivery of projects.
  • Strong experience in execution and implementation of contracts management activities capital projects in oil and gas industry.
  • Strong experience in functions such as enquiry preparation, enquiry management, tender evaluation, contract formulation, contract administration, etc.
  • Familiarity with purchasing, inspection, expediting, shipping, material control and project procurement.
  • Thorough knowledge of materials used in Oil & Gas industry.
  • In depth knowledge of oil and gas industry codes and standards and have the ability to apply the standards to oil and gas contracting / supply chain systems designs.
  • In-depth knowledge of vendors and suppliers for a vast range of equipment and commodities as well as working knowledge of expediting, freight forwarding, shipping and customs are pre-requisites for effectively managing procurement activities for major international projects.
  • Good knowledge about project procurement plans, subcontractor’s technical and quality evaluation and preparation of agreements, vendors management and expediting deliverables.
  • Knowledge of HSE procedures and practices.
  • Knowledge of applicable UAE laws and regulations.
  • Planning, organising, scheduling, co-ordinating, checking, examining, and recording.
