Job Purpose
Plan and supervise the maintenance activities of a wide range of instrument & control systems in the plant
and coordinate these activities with operations and other maintenance teams to ensure a reliable functioning
of the instrument and control systems. Design, develop, and execute projects under the site management of
change (MOC). Raise awareness on the Integrated Control System (ICS), Distributed Control Systems (DCS),
Emergency Shutdown Systems (ESD), Fire and Gas Systems (F&G), Analyzers (QMI), , and Operational
Technology (OT) security in coordination with OT security engineer from IT division. Analyse and coordinate
the activities of Automation Systems Installations through adopting higher level applications. Provide
operational, technical and engineering support in the field of Optimization, Alarm Management, and OT
Security.
Job Specific Accountabilities
Maintenance Planning, Execution and Expertise
- Provide maintenance support to ensure the proper maintenance of the Automation systems such as
DCS, ESD, F&G, and QMI to achieve 100% plant reliability.
- Provide support to the operations and maintenance teams for equipment testing, troubleshooting,
routine equipment surveillance and start-up activities. Liaise with Mechanical and Electrical team and
establish a seamless integration between operation and maintenance teams to ensure compliance to
the planned maintenance activities
Implement Management of change ( MOC) for Automation systems.
- Monitor the manpower and service contract for F&G, QMI, ESD and DCS in order to perform the
maintenance and service of Automation systems as expected.
- Execute the Automation system firmware & software revisions and upgrades.
- Support to identify opportunities to improve the performance of DCS, ESD, F&G and QMI.
- Support the Automation section BMS requirements and participate in internal and external Audits by
implementing corrective actions and close the non-conformity, if any.
- Provide technical support in the field for the execution of equipment critical maintenance activities to
ensure that the problems are resolved with minimum downtime.
- Support the monitoring of engineering design activities performed by consultants, FEED engineers
and EPC contractors for all Industrial IT, Networking, and SCADA Systems etc. Review and approve,
in line with the company’s standards, specifications and agreed SLAs.
- Review bidder's lists and bid documents for contract agreement/purchase of Industrial IT equipment
such as Voice & Data networking, Transmission, CCTV, Public Address, Access Control, Radio
System, and SCADA Systems taking into consideration the quality and cost aspects.
- Monitor and control the required material, spares, consumables and tools in terms of quality and
quantity to ensure their continuous availability for end users, and hence the business continuity.
- Conduct root cause analysis of equipment failures and non-scheduled shutdowns. Then, recommend
and implement the remedial solutions to the identified causes to increase the reliability and availability
of equipment.
Job Specific Accountabilities2
Provide input to prepare and track the forthcoming major maintenance, upgrades, and obsolescence
issues to maintain the Division in alignment with its 5 years’ rolling business plans.
- Provide technical support for the development, implementation and commissioning of new projects in
the mechanical design and specifications to optimize costs and ensure compliance with applicable
standards and best practices.
- Participate in defining the technical requirements and technical bid evaluation.
- Participate in the inspection of materials to ensure adherence to the set specifications and required quality.
- Prepare HIRA, raise temporary concession and permanent management of change (minor and major)
as per the Plant’s operation requirement.
- Review and ensure that HSECES job plans are appropriate, available and properly assigned to all the PMs in SAP along with adhering to the recommended data quality.
- Conduct internal PM Audits to ensure the effectiveness of procedures and job plan implementation.
Control Systems
- Plan, supervise, coordinate and execute all activities in the assigned area to meet functional objectives.
- Troubleshoot DCS,ESD ,F&G , QMI Hardware ,Software anomalies and provide solution to improvethe system performance and reliability Supervision.
- Evaluate the system’s architecture and analyse the hardware integrity for a safe and reliable system operation conforming to the Company and International standards.
- Contribute in developing and updating the technical specification document for the ICS, ESD, F&G, QMI systems, and DCS Graphic Philosophy and Alarm Philosophy etc.
- Support new control system projects and ensure reliable control system design by specifying the compatible hardware, software, and interfaces that offer overall optimum performance.Review and study the analysis results related to ICS / DCS, ESD, F&G, and QMI systems withrespect to reliability, expandability and performance.
- Follow up with the DCS vendors (ABB, Siemens, Yokogawa, Honeywell) on resolving longstanding problems and operational performance.
- Coordinate and facilitate the usage of Real-time Systems and Alarm Management Systems to monitor and improve DCS and other control system performance (e.g. alarm handling, loop performance, and
system health) to assist in proactive maintenance. Develop the scope, tendering, award and renewal of ICS / DCS, ESD, F&G, QMI systems, and advanced applications related to maintenance support
service agreements and ensure effective systems’ functioning.
- Assist the Sr. Engineer, I-C Automation in the study/implementation activities related to ICS andAlarm Management.
Job Specific Accountabilities3
Keep abreast of the technological developments to translate the implications on our business in view of the variety of control systems and rapid changes in this field.
- Develop DCS maintenance procedures and reliability maintenance strategies with different hardware systems to standardize the work procedures.
- Support in preparing/compiling work and instructional procedures, and Business Continuity Management procedures (BCM ) for the Control Systems.
- Review and analyze the System Diagnostic reports and make an appropriate action plan for maintaining and improving the System’s availability and healthiness.
OT Cyber Security
- Support the execution of OT security activities for all the automation and the maintenance of OS and application software, backups, network/AV policies, procedures, system hardening, OS and AV patch updates, etc.
- Ensure the implementation of OT Security policies and maintain its compliance with the agreed rules and procedures.
- Support & follow OT security related documentations such as policies, procedures, guidelines,disaster recovery, etc.
- Provide support to OT security audits and risk assessment implemented by a third party OT consultants in line with the international standards and NESA framework. In addition, implement the
risk treatment plans to close the findings.
- Support projects by reviewing the execution strategies related to the OT security requirements.
- Assist in the implementation of approved OT Security Projects, including the review of scope of work; supervision of Engineering, installation and commissioning; with the agreed rules and procedures.
- Implement NESA controls for OT security events and review the implemented controls for effectiveness as part of a continuous security improvement and optimization aligned with the agreed
rules and procedures, with OT Security Engineer support.
- Support senior/OT engineer during FAT & SAT; and ensure that the OT security requirements are fully adhered to in accordance with policies and standards.
Minimum Qualification
Bachelor Degree in Instrumentation and Control or Electronics discipline or equivalent Professional Qualification
Minimum Experience, Knowledge & Skills
6 years of experience in Instrument and Control engineering and maintenance with full knowledge of
HSE in a plant environment within a large industrial organization, preferably in the Oil and Gas
industry.
- Good knowledge in the development, reviews and execution of automation engineering related
technical standard and procedures related to oil and gas industry.
- Strong knowledge about automation design engineering tools/software and automation systems such
as DCS, ESD, F&G and QMI and basic knowledge about Networking and cyber security.
- Knowledge of latest technological developments and their implications on the business in view of the
variety of process/DCS/ICS control applications.
- Background in EPC in the Oil and Gas Industry.
- Extensive knowledge of guidelines and specifications for automation in the FEED phase.
- Good knowledge of HSE principles and their application relevant to Oil & Gas Industry.
- Sound technical knowledge on Microsoft Windows operating systems, Routers, Switches, Firewalls
etc.
- Experience in working with any Industrial control system network switches and gateways.
- Experience in working with Industrial Control System Cyber Security Implementation and
Enhancement projects.
- Experience in installation and maintenance of security products, such as, firewalls, intrusion detection
systems, anti-virus, application whitelisting, Virtual Private Network, Security Information and Event
management (SIEM), and Operating System Patch Management (Microsoft WSUS).
- Strong verbal/written communication skills to interact with team members, customers, management,
and support personnel.
