As part of our activities in the UAE, we are currently seeking an experienced Cost Controller to support a major infrastructure and railway project in Abu Dhabi.

Job Description

The Cost Controller will be responsible for monitoring, controlling and reporting project costs to ensure expenditure remains within the approved project budget.

The role will provide management with accurate cost information, forecasts, variance analysis and early identification of potential budget risks.

Key Responsibilities

  • Develop, maintain and monitor the project cost-control system.
  • Establish and maintain the Cost Breakdown Structure (CBS).
  • Ensure project expenditure is correctly coded and allocated.
  • Monitor actual costs, commitments, accruals and forecast expenditure against approved budgets.
  • Prepare weekly and monthly cost reports.
  • Track expenditure across work packages, disciplines, subcontractors, suppliers and cost categories.
  • Monitor purchase orders, commitments, invoices, payments and outstanding liabilities.
  • Review invoices and supporting documentation for correct cost allocation.
  • Coordinate with Finance to reconcile project cost records with accounting information.
  • Prepare Cost Value Reconciliation (CVR) reports where applicable.
  • Analyse variances between budget, actual costs, commitments and forecasts.
  • Identify potential cost overruns and negative cost trends.
  • Prepare and maintain Estimate at Completion (EAC) and Estimate to Complete (ETC) forecasts.
  • Monitor project cost-to-complete.
  • Support preparation and monitoring of project cash-flow forecasts.
  • Coordinate with Planning and Project Controls to align cost data with project progress and earned value.
  • Analyse planned versus actual progress against project expenditure.
  • Monitor the financial impact of variations, change orders, claims and additional works.
  • Coordinate with Contracts and Commercial teams regarding approved variations and claims.
  • Track subcontractor and supplier costs.
  • Monitor accruals, payment status and forecast final costs.
  • Support Procurement with budget and commitment information.
  • Review material, equipment, manpower and other project-related costs.
  • Identify opportunities for cost optimisation and savings.
  • Maintain registers of commitments, accruals, variations and cost risks.
  • Investigate discrepancies between project control, procurement and finance records.
  • Prepare ad-hoc cost and financial analysis.
  • Participate in project budgeting, revisions and reforecasting.
  • Support audits with accurate project cost records.
  • Provide early warnings to management regarding significant cost deviations or financial risks.

Qualifications

  • Bachelor's Degree in Finance, Accounting, Engineering, Quantity Surveying or a related discipline.
  • 3–7 years of experience in cost control, project controls or project finance.
  • Experience within construction, EPC, infrastructure or railway projects is strongly preferred.
  • Strong knowledge of budgeting, forecasting, cost control and variance analysis.
  • Experience using ERP systems.
  • Advanced Microsoft Excel skills.
  • Knowledge of project management and cost-control systems is advantageous.
  • Strong analytical, organizational and communication skills.
  • Strong attention to detail.
  • Ability to coordinate effectively across Finance, Planning, Procurement, Commercial, Contracts and project teams.
