The Cost Control Engineer is responsible for monitoring, analyzing, and controlling project costs to ensure alignment with approved budgets and project KPIs. The role supports budget development, cost tracking, variance analysis, and reporting while coordinating with project teams, procurement, and commercial departments to maintain effective cost control throughout the project lifecycle.
Key Responsibilities:
Implement day-to-day cost control activities in compliance with company SOPs and project control procedures.
Develop and maintain project budgets, including R0 budgets, by assigning WBS codes to BOQ costs.
Update project budgets to reflect approved variations, claims, additions, and omissions.
Monitor actual costs versus planned budgets and analyze variances related to productivity, rates, and quantities.
Verify weekly productivity and cost reports for in-house and subcontracted works.
Prepare monthly cost control reports including CCR, EVA, CTC, and PCR, highlighting cost deviations and KPI performance.
Monitor project progress against schedules and analyze cost impacts of delays or changes.
Verify payment applications, certified payments, expected revenues, and monitor outstanding or overdue payments.
Coordinate with procurement teams to verify procurement reports and assess procurement impacts on project KPIs.
Review subcontractor cost data and responsibility matrices in coordination with construction teams.
Track and assess NCRs and quality issues for potential cost impact in coordination with the QA/QC team.
Monitor engineering progress, actual costs, and success ratios against approved budgets.
Prepare manpower, equipment, and resource histograms and analyze actual versus planned utilization.
Support preparation of risk assessment and cost risk reports with mitigation measures.
Maintain accurate cost records and ensure timely updates in ERP and cost control systems (e.g., SAP, Cost Pro, AYAPP, Soum Soum).
Required Qualifications & Competencies:
Bachelor’s degree in Engineering.
5+ years of experience in project cost control, project controls, or engineering roles.
Good understanding of cost control principles, budgeting, forecasting, and earned value analysis (EVA).
Experience preparing and reviewing CCR, CTC, PCR, and monthly cost reports.
Familiarity with WBS, BOQs, cost breakdown structures, and project controls standards.
Proficiency in MS Excel and cost control or ERP systems (e.g., SAP).
Strong analytical and numerical skills with attention to detail.
Good communication and reporting skills in spoken and written English.
Ability to coordinate effectively with project teams, procurement, and commercial departments.
