Job Purpose & Scope

The Contract Manager is responsible for end‑to‑end administration and management of the EPC Contract, ensuring contractual, commercial, and risk obligations are fulfilled in accordance with the Project Execution Strategy, Project Plan, and Project Procurement and Materials Plan.

A Contract Manager for offshore detailed engineering projects plays a critical role in ensuring that all contractual, commercial, and legal aspects of complex offshore developments are properly managed—from award through execution and close-out

The role ensures HSSE leadership, robust contract governance, effective change management, and protection of Worley’s commercial and legal interests throughout the EPC lifecycle, including site execution and contract close‑out.

Principal Accountabilities

Health, Safety, Security & Environment (HSSE)

  • Provide visible leadership and actively champion the Project HSSE culture, behaviors, and engagement activities.
  • Ensure HSSE obligations embedded within the EPC Contract are fully understood and complied with.
  • Support safe contract administration practices at project offices and construction sites.

EPC Contract Management & Compliance

  • Ensure full compliance with Company policies, contractual obligations, and Contracts & Procurement work processes.
  • Review and establish the EPC Contract Baseline, including commercial, scope, schedule, and risk assumptions.
  • Interpret, manage, and administer all EPC Contract requirements and conditions.
  • The Contract Manager is responsible for Drafting, reviewing, negotiating, and administering contracts
  • The Contract Manager is responsible for protecting the company’s commercial interests
  • Managing risks and ensuring contractual compliance during engineering execution
  • Managing as the bridge between project teams, clients, subcontractors, and legal/commercial departments.
  • Review and confirm division of responsibilities across engineering, procurement, construction, and subcontractors.
  • Review, implement, and maintain EPC Contract management procedures and controls.
  • Establish additional administrative and procedural requirements necessary for effective contract control.

Contract Mobilization & Administration

Pre-Contract & Tender Phase

  • Review ITT (Invitation to Tender) documents
  • Identify commercial and contractual risks
  • Support bid preparation, pricing strategy, and contract structuring
  • Lead or support negotiations with clients and partners
  • Develop contract deviation lists and qualifications

Execution Phase

  • Interpret and enforce contract terms and conditions
  • Monitor compliance with obligations (both internal and external)
  • Manage correspondence related to contractual matters
  • Maintain contract registers and documentation
  • At EPC Contract commencement, arrange and lead the EPC Contract kick‑off meeting, addressing:
  • Contract administration procedures
  • Change management processes
  • Notices, payments, accounting, and final certification
  • Ensure compliance with insurance requirements defined in the EPC Contract.
  • Monitor incidents of loss or damage that may lead to insurance claims and manage claim documentation submission.
  • Ensure all Performance Bonds / Bank Guarantees are provided, valid, and maintained as per contract.
  • Manage confidential and commercially sensitive documents in accordance with Clean Desk and security policies.

Change Management & Risk, Commercial Control

  • Review, evaluate, and administer EPC Contract Changes, including:
  • Variation Notices
  • Requests for Change
  • Change Orders
  • Amendments and Claims
  • Control contract scope, cost, schedule, and quality through disciplined change management.
  • Manages preparation of changes and negotiate change proposals with internal and external stake holders.
  • Assess entitlement, risk, and commercial exposure associated with changes and claims.
  • Identify, manage, and mitigate contractual, financial, and legal risks to Worley.
  • Solicit legal advice when required to support contract interpretation and risk mitigation.
  • Draft and administer subcontracts for engineering services
  • Ensure subcontractor compliance with main contract obligations
  • Flow-down contractual terms appropriately
  • Evaluate subcontractor performance from a contractual standpoint

Payment, Reporting & Records Management

  • Process and certify monthly Payment Certificates and Invoices.
  • Prepare and issue monthly EPC Contract Administration Reports to the Owner.
  • Prepare and issue Subcontract Administration Monthly Reports (SAMR) for each subcontract.
  • Review and ensure effectiveness of the Project Records Management System, maintaining a full auditable trail of contract execution.
  • Maintain registers for correspondence, change management, claims, and contract notifications.

Stakeholder & Owner Management

  • Balance effective Owner relationship management with strict adherence to EPC Contract obligations.
  • Attend and contribute to weekly EPC Contract Administration meetings.
  • Review EPC reports to identify potential issues related to claims, delays, or commercial risk.
  • Support transparent communication with the Owner regarding commercial and contractual matters.

Claims, Change administration during detailed engineering

  • Manage EPC Contract administration during detailed engineering execution, including:
  • Change instructions
  • Change notices and quotations
  • Contractual correspondence with Owner and subcontractors
  • Identify potential claims (delays, disruptions, scope gaps)
  • Prepare and submit claims with proper substantiation
  • Defend against claims from clients or subcontractors
  • Support dispute resolution (negotiation, mediation, arbitration if needed)
  • Ensure compliance with warranty obligations post‑completion.
  • Lead and ensure comprehensive detailed engineering Contract close‑out, including:
  • Final Accounts
  • Completion and Closure Certificates
  • Claims settlement and resolution
  • Ensure all contractual obligations are fulfilled
  • Resolve outstanding claims and variations
  • Final account settlement
  • Archive contract documentation

Authority & Accountability

  • Acts on behalf of Worley as EPC Contractor for all contract administration matters.
  • Authorized to administer and control contractual processes within approved project delegations.
  • Provides commercial and contractual advice to Project Management, Engineering, Procurement, and Construction teams.

Qualification

  • Qualification would be Bachelor of Engineering in the relevant discipline from a recognize institute /University.

Experience

  • 20 Years Experience in the oil & gas industry on mega projects specially in GCC Environment.
