Kindly Note: We are currently in a stage bidding for a Water Transmission project and are optimistic about being awarded the contract. In preparation, we have initiated the process of reviewing, shortlisting, and interviewing potential candidates to ensure readiness. Upon confirmation of the project being awarded, we will begin mobilizing the selected candidates to commence project execution.

Job Purpose

The Program Commissioning Manager will monitor, track and record the contractors testing and commissioning requirements for a Water Transmission Scheme, including all water transmission elements.

This is a PMC role which entails overseeing multiple Supervision Consultants and EPC`s from project inception to completion, ensuring that all statutory, legislative and specification testing activities are conducted efficiently, on schedule, while meeting the highest safety and quality standards.

Job Responsibilities

  • Oversee commissioning activities, ensuring systems meet design and performance requirements.
  • Responsible for monitoring and recording the Contractors’ commissioning activities (including all tests, trials, and the like).
  • Coordinate with DELIVERY CONTRACTORS, SUPERVISION CONSULTANTS, and EMPLOYER teams to develop commissioning plans.
  • Implementation of the Program Testing and Commissioning Management Plan
  • Lead pre-commissioning, testing, and start-up phases, addressing issues as they arise.
  • Oversight of completion and handover of the Works, including system punch listing, compilation of all inspection and test record documentation.
  • Ensure HSSE compliance during all commissioning activities.
  • Manages the final compilation and approval of operation and maintenance manuals, as-built drawings and final job reports.
  • Attend T&C meetings and manages the flow of information from the field and Site Supervision Consultants to the office and vice versa, as required.
  • Lead the planning, execution and successful T&C phase of the Project, ensuring alignment with project objectives, goals, timelines,
  • Enhance collaboration and coordination among project stakeholders, including clients, supervision consultants, contractors, vendors, and regulatory bodies.
  • Oversee the development and implementation of comprehensive project close out plan
  • Monitor project performance against key performance indicators (KPIs) and implement corrective actions as needed to maintain project health.
  • Prepare and deliver regular T&C progress reports to senior management, highlighting key milestones, risks, and mitigation strategies.
  • Ensure compliance with all relevant safety standards and regulations throughout the project lifecycle.
  • Provide technical guidance and leadership to project teams, mentoring junior engineers and professionals.
  • Foster client relationships and engage in proactive communication to address issues and enhance client satisfaction.

Qualifications

  • Bachelor’s degree in engineering or a related field.
  • 12+ years of experience managing EPC projects, with a focus on water transmission construction.
  • Demonstrated experience as PMC on similar complex projects.

Technical Skills

  • Strong knowledge of project management methodologies and tools.
  • Expertise in mechanical engineering principles, particularly related to water transmission and distribution.
  • Proficient in project management software and tools
  • Familiarity with industry standards, regulations, and best practices related to water transmission and distribution.

Soft Skills

  • Outstanding leadership qualities with the ability to inspire and manage cross-functional teams.
  • Excellent verbal and written communication skills, capable of engaging effectively with diverse stakeholders.
  • Strong analytical and problem-solving skills to navigate complex project challenges.
  • Ability to work under pressure, prioritize tasks, and manage multiple projects simultaneously.
  • Proactive approach to conflict resolution and risk management.
