Commissioning And Start Up Manager Offshore

Penspen is urgently looking to hire Commissioning & Start up Manager for one of our Offshore PMC projects in Abu Dhabi, UAE

Responsibilities

• Review and implement the overall commissioning strategy, execution plan, and procedures developed by CONTRACTOR.
• Define systemization, turnover philosophy, and commissioning sequencing aligned with project milestones.
• Ensure early integration of commissioning requirements into engineering, procurement, and construction phases.
• Promote a strong safety culture and ensure compliance with all HSE requirements.
• Oversee pre-commissioning activities including mechanical completion, flushing, cleaning, and testing.
• Lead commissioning execution for process and utility systems, ensuring adherence to procedures and schedules.
• Manage system completion, punch listing, and certification processes.
• Lead commissioning readiness reviews and audits.
• Excellent planning, organizational, and problem-solving skills
• Familiarity with digital commissioning and completion management systems is an advantage
  
  

• Bachelor’s degree in engineering (Mechanical, Chemical, Electrical, or related discipline).
• Minimum 20 to 25+ years of experience in offshore commissioning in oil and gas projects, with significant exposure to commissioning leadership roles.
• Minimum 5+ years of offshore experience is mandatory.
• Proven track record in commissioning large-scale process and non-process facilities (e.g., upstream, downstream,LNG, or petrochemical projects).
• Strong knowledge of commissioning processes, systems completion, and start-up methodologies.
• Experience working with EPC contractors and in multicultural, multi-location project environments.
• Offshore certifications (e.g., BOSIET/FOET, HUET, H2S) are often required
• PMC experience will be preferred
• Previous experience in the ADNOC projects in the similar role would be an added advantage
