BID MANAGER AI-AUGMENTED

We are seeking an experienced Bid Manager to lead and manage the end-to-end bid process for complex ICT and digital transformation opportunities. This role for a leading national technology and digital infrastructure enterprise based in Abu Dhabi, specializing in high-performance computing, advanced networking, and cloud/cybersecurity solutions tailored for the education, research, and government sectors across the UAE. This role is uniquely designed for a forward-thinking professional who leverages AI-augmented tools to accelerate document analysis, proposal drafting, and compliance tracking, while maintaining full human ownership, quality control, and risk oversight over all client commitments.

The Bid Manager will coordinate the complete lifecycle of RFPs, RFIs, RFQs, and tenders, ensuring submissions are technically compliant, commercially competitive, and delivered within strict deadlines.

Key Responsibilities

1.   Bid Lifecycle & Process Ownership

·       Manage the complete proposal lifecycle from opportunity qualification and Bid/No-Bid analysis through submission, clarification, negotiation, and handover to project delivery.

·       Analyze complex RFP, RFI, and tender documents using AI extraction tools to generate initial requirement breakdowns, personally validating and refining all outputs.

·       Develop and maintain bid schedules, compliance matrices, responsibility trackers, and submission checklists.

2.   Solution & Proposal Development

·       Collaborate with Solution Architects, Presales Engineers, and Technical SMEs across Cloud, Cyber, Infrastructure, and Managed Services to build cohesive, end-to-end ICT proposals.

·       Direct AI-assisted drafting of technical and commercial sections utilizing the corporate proposal repository, ensuring every piece of content is thoroughly reviewed, rewritten, and fact-checked before client submission.

·       Consolidate technical, commercial, legal, and administrative inputs into a seamless, high-quality proposal package.

·       Ensure strict alignment between technical architecture, Bills of Quantities (BoQs), vendor quotations, and contractual scopes.

3.   Quality Control, Compliance & Risk Management

·       Maintain final accountability for the accuracy and authenticity of all submitted proposals, enforcing strict review processes to eliminate AI hallucinations or factual errors.

·       Enforce institutional data-handling and confidentiality protocols regarding what client data can be processed by external generative AI engines.

·       Identify bid risks, exclusions, dependencies, and contractual gaps, coordinating mitigation strategies with legal and finance teams.

4.   Partner & Stakeholder Coordination

·       Liaise with global technology OEMs, vendors, and subcontractors to obtain necessary technical, licensing, and commercial inputs.

·       Coordinate responses to client clarifications, support post-submission technical presentations, and lead smooth handovers of awarded bids to the Delivery/PMO teams.

·       Maintain and continuously enrich the AI-searchable bid knowledge repository with past proposals, standard templates, and post-bid lessons learned.

Requirements

·       Bachelor’s degree in Information Technology, Computer Science, Computer Engineering, Telecommunications, or a related technology discipline.

·       Minimum of 7 years of professional experience in the IT/ICT industry, with a strong background in Bid Management, Presales, or Proposal Management for complex enterprise technology solutions.

·       Solid understanding of multi-disciplinary ICT ecosystems (Cloud, Cybersecurity, Data Networks, System Integration, and Managed Services).

·       Hands-on experience directing enterprise Generative AI tools (e.g., Copilot, ChatGPT/Claude-class applications, RAG-based search engines) for document summarization, drafting, and analysis. 

·       Fluent in both English and Arabic (Written and Spoken) essential for interacting with government, education, and commercial stakeholders.

·       Proven track record managing government and public-sector formal tender processes across the UAE.
