Job Description

At Roche you can show up as yourself, embraced for the unique qualities you bring. Our culture encourages personal expression, open dialogue, and genuine connections, where you are valued, accepted and respected for who you are, allowing you to thrive both personally and professionally. This is how we aim to prevent, stop and cure diseases and ensure everyone has access to healthcare today and for generations to come. Join Roche, where every voice matters.

The Position

As the Access, Medical Affairs, and License-to-Operate (LTO) Lead, you are a visionary servant leader and a core member of the Enabling Leadership Team, reporting directly to the General Manager. You serve as the local guardian of medical independence and scientific integrity.

What you will be working on:

Your mission is to architect and catalyze a unified strategy that integrates medical excellence with market access and regulatory rigor, ensuring we deliver better outcomes to more patients in the Philippines, faster.

Key responsibilities include but are not limited to:

Market Access & Health Policy

  • Access Architecture: Design and lead integrated access strategies that navigate the complexities of the Philippine healthcare system and regulatory environment
  • System Shaping: Actively influence health policy and value-based healthcare discussions to build more sustainable and equitable health systems
  • Strategic Partnerships: Form high-level alliances with government agencies, industry associations, and Patient Groups (PAGs) to accelerate the delivery of innovation
  • Value Demonstration: Catalyze the creation of local evidence and value dossiers that clearly articulate the medical and economic impact of our portfolio

Medical Affairs & Scientific Excellence

  • Scientific Leadership: Serve as the ultimate local authority for medical decisions, ensuring they are driven by robust data and a deep "Patient-First" focus
  • VACC Coaching: Lead the medical organization as a Coach and Catalyst, fostering an environment where medical experts are empowered to remove obstacles for patients
  • Evidence Generation: Oversee local clinical trial activities and investigator-initiated studies to bridge global data with local patient needs
  • External Engagement: Lead peer-to-peer scientific dialogue with Healthcare Professionals (HCPs) and medical societies to advance standard-of-care practices

License-to-Operate (LTO) & Compliance

  • Local Integration: Act as the primary integrator for Safety, Regulatory, and Quality functions, ensuring these teams work coherently to protect our "License to Operate."
  • Medical Independence: Maintain the integrity of the Medical function by acting as the local delegate for the Pharma Chief Medical Officer (CMO)
  • Vigilance & Integrity: Safeguard the company’s reputation by overseeing strict adherence to Pharmacovigilance (GVP), Clinical Practice (GCP), and local ethical codes

Who you are:

You are:

  • Credentialed Expert: You hold a Medical Degree (MD) with current license to practice in the Philippines, in compliance with local regulations
  • Strategic Leader: You have a proven track record in inclusive VACC leadership, with the ability to lead through influence rather than just hierarchy
  • Pharma Veteran: You bring extensive experience within the pharmaceutical industry, specifically in Medical Affairs, access, drug development, or clinical operations
  • Access Mindset: You possess a strong understanding of the Philippine healthcare system and funding mechanisms; direct Market Access experience is highly preferred
  • System Thinker: You are an "Architect" who can balance long-term people development with immediate business trade-offs and high-complexity decision-making
  • Agile Communicator: You are fluent in English and excel at translating complex scientific information into clear, strategic narratives for diverse stakeholders
  • Values-Driven: You embody Roche’s commitment to diversity, equity, and inclusion, with a passion for transforming the local healthcare ecosystem

Important Requirements:

  • Conflict of Interest: To ensure full medical independence and comply with internal compliance standards, the successful candidate must not continue active private medical practice while employed in this role
  • Eligibility: This role is exclusively available to candidates who possess full eligibility to live and work in the Philippines

Roche has a dedicated in-house Talent Acquisition team. We do not accept any unsolicited resumes or enquiries from recruitment agencies.
