Role Overview:

The Commercial Director leads the companys Commercial Team responsible for quantity surveying, cost engineering, bid management, and contract administration across MEPF, civil, structural, and commercial construction projects.

The position requires a strong technical-commercial leader capable of validating estimates, strengthening cost controls, coaching QS and estimating teams, and protecting margins throughout the project lifecycle.

The role is critical as the company expands from fit-out works into larger structural and commercial developments.

Key Responsibilities:

1. Commercial Leadership & Strategy

  • Lead, mentor, and structure Commercial Team (QS, Estimating, Bid Management).
  • Develop commercial frameworks to support expansion into structural and large-scale commercial projects.
  • Drive pricing discipline, margin protection, and risk-balanced bid strategies.
  • Partner closely with Design, Procurement, and Project Operations to integrate cost validation from pre-bid to execution.
  • Build a culture of accountability, technical rigor, and commercial awareness.


2. Quantity Surveying & Cost Validation

  • Oversee preparation and validation of BOQs, BOMs, and quantity take-offs for MEPF, CSA, and auxiliary systems.
  • Validate cost estimates prior to bid submission to ensure technical and financial accuracy.
  • Maintain and improve cost databases, benchmarks, and historical pricing references.
  • Review budgets, cash flow forecasts, and cost-to-complete reports to safeguard profitability.
  • Ensure alignment of estimates with actual site execution realities.


3. Bid Management & Tender Strategy

  • Lead end-to-end tender preparation and submission.
  • Review commercial risks, contract conditions, and pricing structures before final approval.
  • Develop competitive bid strategies without compromising margin discipline.
  • Participate in client clarifications, negotiations, and commercial discussions.
  • Ensure compliance with technical specifications and commercial requirements.


4. Contract & Commercial Governance

  • Review and negotiate contract terms to protect company interests.
  • Provide commercial advisory support during project execution.
  • Manage variation claims, change orders, and cost disputes.
  • Ensure documentation integrity across the full project lifecycle.
  • Collaborate with Legal and Project Teams on risk mitigation.


5. Process Improvement & Capability Building

  • Standardize commercial templates, estimating processes, and approval matrices.
  • Introduce tools or automation that improve accuracy and turnaround time.
  • Coach and upskill QS and Estimating teams on advanced cost validation techniques.
  • Strengthen cross-functional commercial awareness across engineering and project teams.
  • Generate executive-level commercial reports to guide pricing and margin strategies.


Qualifications:

  • Licensed Engineer (Mechanical, Electrical, or Civil)
  • Minimum 15 years experience in Quantity Surveying, Estimating, or Commercial Management within Construction / MEPF
  • Strong background in BOQ/BOM preparation, bid evaluation, and contract negotiation
  • Must be capable of independently validating estimates and technical-commercial assumptions
  • Strong knowledge of MEPF systems, structural works, and commercial construction
  • Experience in firms similar to Arcadis or large EPC / construction environments is an advantage
  • Demonstrated leadership experience managing technical-commercial teams
  • Strong analytical, negotiation, and stakeholder management skills
  • Proficient in cost estimation tools and MS Office
