Description

The City of Richmond Department of Public Utilities is seeking a qualified Capital Projects Manager. The Capital Projects Manager serves a critical role in supporting the City of Richmond’s Department of Public Utilities (DPU) Collections Division by delivering timely, cost-effective infrastructure solutions. This position is focused on the development and management of emergency and small-scale Capital Improvement Projects (CIP) that directly support ongoing maintenance operations of the City’s stormwater and wastewater collection systems.

Duties include but are not limited to

  • Project Development & Scoping
  • Prepare or oversee development of design documents (plans, specifications, cost estimates)
  • Coordinate with internal operations staff and external contractors on scope and project details
  • Manage annual contracts for repair/replacement of collection system assets
  • Provide construction phase support including submittal review, field coordination, and issue resolution
  • Ensure projects are delivered on schedule and within budget
  • Rapidly mobilize and manage projects related to system failures (collapses, overflows, etc.)
  • Coordinate with maintenance crews and contractors during emergency conditions
  • Supervision of 1-2 City inspectors
  • Interface with internal divisions (operations, engineering)
  • Coordinate with internal and external stakeholders (contractors, consultants, regulatory agencies and public)
  • Support long-term system planning by documenting completed work and identifying recurring issues
  • Assist in prioritization of future CIP needs

Qualifications, Special Certifications And Licenses

MINIMUM TRAINING AND EXPERIENCE:

  • Bachelors Degree in engineering, architecture, construction management, or directly related field
  • Four years related experience
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification

PREFERRED QUALIFICATIONS:

  • 5–7 years of relevant experience in civil engineering and or inspector of utilities, or heavy construction
  • Experience with underground utility systems (stormwater, sanitary sewer, or water)

LICENSING, CERTIFICATIONS, And/or OTHER SPECIAL REQUIREMENTS

  • Some assignments may require a valid Drivers License with a satisfactory driving record and a valid Commonwealth of Virginia Drivers License within 30 days of hire

  • Ability to translate operational needs into executable projects
  • Manage multiple construction projects with varying levels of complexity
  • Provide training, guidance, and operational support to lower level staff

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT: Due to the nature of work assignments, incumbents must be able to perform detailed work on multiple, concurrent tasks, with frequent interruptions and under time constraint. While performing the essential duties of this job, the employee is regularly required to finger (pick, pinch, type or otherwise work primarily with fingers), talk, see, hear, and use substantial repetitive motions of the wrists, hands, and fingers. The employee is occasionally required to reach extending hands and arms in any direction, stand, walk, pull, lift, and grasp applying pressure to an object with the fingers or palm. In terms of the physical strength to perform the essential duties, this classification is considered to be sedentary, exerting up to 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects.
