Position Overview
RecruitGo is seeking a Public Relations Officer / Supervisor to manage government and community relations, media communications, crisis response, and stakeholder engagement for project operations in the Philippines. The role will work closely with the Chinese Business Manager and serve as a key liaison between the company, local communities, government agencies, and external partners.
Responsibilities
Government & Community Relations
Support the Chinese Business Manager in establishing and maintaining good relationships with government agencies at all levels, local councils, community leaders, and NGOs in the project area.
Arrange and accompany delegation visits, courtesy calls, community forums, etc., including preliminary coordination, on-site interpretation, and follow-up actions.
Monitor and interpret local policies, regulations, administrative procedures, and political/social dynamics that may affect project operations; promptly report to Chinese management and issue risk alerts.
Crisis PR & Emergency Response
Assist in developing and executing crisis communication plans for potential project issues such as community disputes, environmental complaints, labor conflicts, safety incidents, or malicious public opinion.
Respond quickly upon incident occurrence, coordinate internal and external resources, manage information flow, and minimize negative impact on the company’s reputation and business.
Handle on-site communication during crises, respond to media inquiries, engage with stakeholders, and draft/publish external statements.
Media & External Communications
Build and maintain a network of key contacts in Philippine mainstream media, industry media, and social media influencers; keep good relations with media organizations.
Write, translate, and publish press releases, corporate statements, project updates, etc., in English/Filipino, ensuring accuracy and cultural appropriateness.
Monitor corporate-related public opinion on major social media platforms (Facebook, TikTok, YouTube, etc.) and forums; detect potential negative sentiment and participate in online response/direction.
Corporate Social Responsibility & Brand Image
Plan and implement CSR activities that meet community needs (e.g., education support, medical missions, infrastructure aid) to enhance the company’s local reputation.
Work with the Chinese team to localize project communication materials, conveying the company’s values and project benefits to the local public.
Internal Cross-Cultural Support
Provide cross-cultural communication training and day-to-day interpretation support to the Chinese expatriate team; proactively advise on cultural taboos and etiquette when Chinese staff interact with local employees, residents, or officials to resolve misunderstandings caused by cultural differences.
Qualifications
Basic Qualifications
Filipino citizen or holder of permanent residence permit in the Philippines, with full legal work authorization.
Bachelor’s degree or above, preferably in Public Relations, Communications, Political Science, Law, Public Administration, Marketing, or related fields.
Work Experience
At least 3 years of hands-on experience in public relations, government affairs, media relations, community development, or crisis communications in the Philippines.
Background with Chinese-invested enterprises, multinational infrastructure/energy/mining projects, or government agencies is highly preferred.
Candidates with ready-to-use contacts in local government, DENR, DOLE, or mainstream media will be given priority.
Professional Skills & Competencies
Language: Proficient in English and Filipino (excellent written and verbal communication skills). Fluency in Mandarin Chinese for work communication and interpretation is a strong plus; if not yet proficient, commitment to achieve basic conversational level after onboarding is required.
Crisis Management: Calm and composed under pressure; able to think clearly in complex, high-stress environments, propose sound solutions, and execute decisively.
Writing Skills: Excellent ability to draft press releases, official letters, briefings, and statements; adept at telling the company’s story in language that is accessible and persuasive to local people.
Social Media Literacy: Deep understanding of Filipino netizen behavior; familiar with major platform features; capable of independently conducting public opinion analysis and drafting online response copy.
Driving: Valid Philippine driver’s license and good driving skills preferred (frequent visits to communities and government offices required).
Personal Attributes
Outgoing yet steady personality; strong proactive communication skills and cross-cultural empathy; able to effectively bridge Chinese and local communities.
High integrity, strictly protect company confidential information; flexible but principled.
Willing to handle urgent matters outside normal working hours (e.g., late-night crisis calls or weekend community event support).

Salary Range: PHP 40,000 - PHP 80,000
