Key Responsibilities
The Humanitarian Programme Officer provides strategic and technical support to HEA’s programmes function to achieve WVDF’s DRRM/DM goals in line with World Vision global standards and commitments. Reporting to the Humanitarian Programmes Manager (HPM), the role supports humanitarian analysis and information management, strengthens DRRM systems and digital innovations, ensures quality implementation of assessments, planning, MEAL, and information processes, and promotes compliance with safeguarding, data privacy, safety, security, and WV policies while demonstrating Christ-centered service to children, families, and communities.
Major Responsibilities/Activities
Business Intelligence/Research
Gather/collects and maintain updated humanitarian landscape/context data and information (hazards, risks, vulnerabilities, humanitarian actors and their programs and priorities, humanitarian needs profiles, donor priorities and interests (donor map and profiles).
Leads/coordinates the identification, planning, implementation and publication of other research related activities of HEA on DRRM (case studies, business cases, among others) in collaboration with other functional units of WVDF and with external stakeholders/partners.
Assists the Humanitarian Programmes Manager with needed information and reports/update that can support project designing and strategy/DM intervention improvements, among others.
Disaster Preparedness and Response Information Management System
Coordinate and/or collaborate closely with relevant units within WVDF in setting up information management system (e.g., DPRIMS/HOPECen).
Manage and administer information system.
Establish/Maintains and comply with reporting requirements.
Processes: (documented process/procedure and workflows on how data and information, including reports, is managed and used within WVDF and shared with relevant partners).
Facilitates HEA administrative concerns, particularly those concerns that impact the internal and external relations, including but not limited to responding to correspondence and inquiries.
Monitoring, Evaluation, Accountability, and Learning Support
Supports the HPM in monitoring progress of Response Programmes, projects and other HEA-managed projects and initiatives.
Facilitates or Implements capacity building support activities on programmes for project staff and or DM surge team members.
Establish humanitarian accountability mechanisms are in place and functioning in all humanitarian programmes/project.
Assists HPM in ensuring quality processes on accountability and learning are implemented in responses and projects.
Represents World Vision in relevant coordination mechanisms/networks. and working groups as necessary.
Partnering for performance (Demonstrate a Christ-centered life and work as part of WV team, working with children, families, and communities)
Participates in and provides support to departmental corporate activities including but not limited to corporate meetings/devotionals.
Sets documented performance agreements, learning and development plans and meet with immediate superior for periodic reviews and feedbacking with appropriate documentation.
Performs other relevant tasks, when necessary.
Qualifications
Completed Bachelor’s Degree in Management, Social Sciences, DRR/CCA, or related fields
Substantial experience in proposal writing, research, data entry, documentation, and technical assistance
At least 5 years of field experience in humanitarian relief response, including work in complex and uncertain environments
Experience in Monitoring, Evaluation, Accountability, and Learning (MEAL)
Professional qualification related to research and programme support is an advantage
Strong knowledge of data entry, data management, and programme development
Skilled in document review, qualitative methods, and data analysis
Good understanding of international humanitarian standards, Sphere standards, and World Vision programming
Clear understanding of the functions, approaches, and standards of major UN agencies, international donors, and government institutions
Skills in programme design, needs assessment, resource identification, logframe development, forecasting, and mapping techniques
Strong technical and report writing skills
Effective communication, facilitation, active listening, and negotiation skills
Ability to engage stakeholders using participatory tools and approaches
Strong reasoning, critical analysis, and decision-making skills
High tolerance for constant change and ability to adapt in dynamic environments
Good computer proficiency and documentation skills
Ability to oversee MEAL processes for humanitarian programmes
Sensitive to sectoral needs and cultural contexts
Strong teamwork, collaboration, and relationship-building skills
Proven ability to work independently and maintain positive team relationships
Good working relationships with government agencies and partner networks
Demonstrates commitment to humanitarian principles and organizational values
