Summary
The Finance Coordinator – Grants & Contracts will be responsible for finance tasks that are related to grants and contracts transactions.
Responsibilities
Preliminary screening of subgrant and contract application documents; ensuring completeness and adequacy of forms and information provided by the subgrantee applicants; provides timely feedback to project units on lacking requirements, forms, and information.
Review and create a draft for a subgrant agreement for incoming funds and assist the donor on Financial Due Diligence via submitting business documents and other matters deemed necessary.
Facilitate the review and draft of the Financial Risk Assessment based on the subgrantee documents submitted.
Analysis of grantee financial report, including comparison of Technical and financial reporting and conclude that the expenses are reasonable, allocable, and economical.
Advise program on the over or underspent budget and initiate a grants amendment if needed.
Assist in the review of Request (for Proposals) for subgrants and/or contracts, making sure it is consistent with the approved budget and project term.
Facilitate kick-off meetings for new subgrantees and elaborate clearly the documentations depending on the activities of partners.
Assist new and existing subgrantees on monthly and quarterly bookkeeping and recommend on what to do for local compliance upon grantee request, particularly in Philippine taxation and other government mandated compliances.
Ensure the update of Excel files for grants and the contacts list for cost and payment trackers.
Initial review of subgrantee’s progress, financial reports, and liquidations, including checking of transaction details and support documentation in consideration of donor policies as well as of CI’s
Checking of consultant’s reimbursable expenses, such as the official receipts that are within the contract period, that match the activity report.
Receipt, collation, and follow-up of monthly fund requests from project units; ensuring requests are appropriately coded with assigned project charge codes, and activity coverage within the approved budget and timeline.
Facilitate in the monitoring of subgrants and contracts reporting schedules and termination dates by sending out reminders to respective units that manage the accounts; determine with project units the appropriate action to be taken, such as no-cost extension, budget revision, etc.
Assist in the conduct of orientation, field visit, and audit of subgrantee-partners, including mentoring if necessary.
Provide support in budget preparation for project proposals and annual budgeting; assist in budget revision processes according to donor and CI guidelines.
Facilitate procurement transactions and required documentation in coordination with the Administrative Coordinator compliance with the approval threshold of the tier assignment and donor requirement.
Facilitate in the maintenance of the database, monitoring, and close-out of Project Master Files (PMF), Contract Master Files (CMF) and NPC Award Account.
Coordinate and work closely with the Asia FMU/Grants & Contracts.

WORKING CONDITIONS
Typical office environment. May need to do field work and work extended hours as needed.
This position follows a hybrid work schedule, working some days from the office and some remotely. Guidance will be shared during the interview process.
Qualifications
Required
2 to 4years of related work experience, specializing in any area of Accounting.
Maturity in handling confidential information.
Good oral and written communication skills (English and Filipino).
Knowledgeable in tax regulations and government-mandated benefits.
Keen to details and thorough in work output.
Willing to abide by CI Code of Ethics and Policies.
Preferred
Bachelor’s degree in Accounting.
