Training And Competency Manager

Mission

The Training and Competency Manager is responsible for designing, implementing, and managing training and competency frameworks to support Colas Rail projects in the Philippines and the development of the Colas Rail Academy. The role ensures that personnel; white- and blue-collar are competent, certified, and fully compliant with Colas Rail standards, project requirements, and local regulations, contributing to safety, operational excellence, and long-term workforce capability.

Main Responsibilities

• Develop and execute the annual training and competency strategy aligned with project ramp‑up plans and the Colas Rail Academy roadmap.
• Conduct Training Needs Analysis (TNA) across projects and functions to ensure alignment with operational, engineering, safety, and regulatory requirements.
• Define, maintain, and update competency frameworks, certification pathways, and skills matrices for all roles.
• Design, coordinate, and oversee training delivery (classroom, OJT, simulations, and assessments) for project personnel.
• Coordinate internal trainers, SMEs, and external training providers to deliver approved programs.
• Support the operation and continuous improvement of the Colas Rail Academy, including facilities, equipment, simulators, and learning technologies.
• Ensure compliance with Colas Rail global standards and Philippine regulations (e.g., TESDA, DOLE, project and safety requirements).
• Oversee assessments, certification, and authorization of personnel prior to project deployment and maintain accurate training records via HR systems/LMS.
• Act as the key training interface with Project Directors, Operations, Engineering, SHEQ, and HR, supporting onboarding and manpower planning.
• Define and monitor training KPIs, support audits and inspections, and drive continuous improvement based on performance and project feedback.
