Key Responsibilities
The Project Manager will lead the overall management of the ECO-YOUTH Project. The role will ensure the project’s timely delivery, quality outcomes, effective partnerships, and alignment with World Vision’s strategic priorities on youth empowerment, sustainable livelihoods, environmental stewardship, donor requirements, and the integrated programming framework within the Area Programs of Malabon, Manila and Quezon City.
The Project Manager will serve as the primary liaison between World Vision, partner organizations, local government units (LGUs), TESDA, private sector partners, and community stakeholders to ensure the project’s goals are achieved effectively.
Project Planning and Monitoring
Lead the planning and monitoring of project activities in accordance with approved work plans, timelines, and budgets.
Oversee the two program pathways (Green Careers Readiness and Green Enterprise Startup) and ensure coordination between training providers, partner companies, and youth participants.
Supervise the conduct of major events such as the ECO-YOUTH Forum, Training Programs, Business Incubation Workshops, and the Summit Event.
Coordinate with TESDA-accredited schools and training institutions to ensure the relevance and quality of technical-vocational education.
Ensure project compliance with donor requirements, World Vision policies, and government standards.
Partnership Development and Coordination
Establish and maintain strong relationships with key partners, including LGUs of Quezon City, Manila (BASECO), and Malabon; TESDA; CHED; private companies; and industry associations.
Facilitate public-private partnerships to ensure job placements, internships, and employment pathways for program participants.
Build linkages with social enterprises, green businesses, and cooperatives for enterprise mentorship and market access.
Represent World Vision in external meetings, networks, and advocacy platforms related to youth employment and green jobs.
Monitoring, Evaluation, Accountability, and Learning (MEAL)
Work with the MEAL team to establish performance indicators, track project outcomes, and document success stories and lessons learned.
Ensure data collection and analysis related to employment rates, enterprise creation, training completion, and youth engagement.
Prepare comprehensive progress reports, donor reports, and presentations on project results and impact.
Advocacy and Sustainability
Support advocacy initiatives to integrate green jobs promotion into local policies and youth development plans.
Facilitate the establishment of a Green Jobs Network to sustain job placement, mentorship, and partnership efforts beyond the project duration.
Ensure the institutionalization of the ECO-YOUTH model within TESDA and LGU training programs.
Team Leadership and Capacity Building
Supervise project staff, trainers, and coordinators; provide coaching, mentoring, and performance management.
Foster a collaborative and inclusive work environment promoting World Vision’s Christian values and child protection principles.
Build staff and partner capacity in project management, youth engagement, and green economy principles.
Financial and Administrative Management
Manage project budgets, monitor financial expenditures, and ensure cost-efficiency and accountability in all activities.
Oversee procurement, logistical arrangements, and contract management related to project operations.
Ensure timely financial and narrative reporting to internal management and donors.
Organizational
Regularly attend or lead in the Corporate and Team devotion and prayer as part of staff spiritual nurturing.
Participate in meetings and events such as team and organizational meetings, as necessary.
Timely submission of Performance Agreements that include Individual Learning and Development Plan and staff spiritual nurture plan, and Annual Performance Reviews
Support emergency response, as needed.
Qualifications
Bachelor’s degree in Development Studies, Environmental Management, Business Administration, Economics, or a related field (Master’s degree preferred but not required).
Minimum of 5 years of relevant project management experience in development, livelihood, or youth empowerment programs.
Proven experience in managing multi-stakeholder projects, preferably involving technical-vocational education, entrepreneurship, or environmental initiatives.
Experience working with TESDA, LGUs, and private sector partners.
Background in green economy, environmental sustainability, or social enterprise development is an advantage.
Strong project planning, implementation, and monitoring skills.
Excellent partnership-building, negotiation, and coordination abilities.
Financial management and report-writing skills.
Knowledge of youth development frameworks, labor market trends, and sustainable livelihood approaches.
Excellent written and verbal communication skills in English and Filipino.
Proficiency in Microsoft Office and project management tools.
