This Director of Global Business Continuity & Resilience Oversight position reports directly to the AVP Operational Resilience Oversight. This position is part of the second line of defense independent oversight function and will partner with the first line of defense businesses to ensure that the business continuity management framework and controls are integrated with and serve to strengthen the organization’s operational resilience, with all standards and regulatory requirements addressed. The role provides strategic leadership, sets governance direction, and drives cross-segment influence to uplift resilience capabilities globally.
Key Responsibilities
- Lead the development, coordination, implementation and continuous governance and monitoring of the Business Continuity Risk Management Standard.
- Set strategic direction, governance cadence and KPIs for global BCM oversight; chair/host the monthly BCM Governance Forum with first and second line leaders.
- Research and analyze regulatory requirements on business continuity risk (e.g., OSFI E-21) and global best practices to ensure the BCM Standard remains relevant and effective.
- Collaborate with Segment ORM, IRM, Compliance, Legal, Operations and Technology 1B colleagues; lead engaging sessions to gather feedback and challenges, with comprehensive tracking to manage change.
- Provide independent oversight and challenge of business disruption risk metrics provided by L1; identify potential breaches, root causes and recommend actions.
- Design and implement dashboard reporting on progress of activities, outcomes, gaps, remediations, as well as resilience metrics reporting for senior management.
- Enable integrated oversight across related domains (third party risk, disaster recovery, crisis and incident management) to support end-to-end operational resilience.
- Develop enterprise training materials and facilitate training as necessary; track attendance and follow up on non-attendance, ensuring capability uplift.
- Promote a strong risk culture and oversee relevant risk culture assessment processes across segments and geographies.
- Sponsor continuous improvement initiatives, escalate material issues to risk committees and ensure timely closure of remediation actions.
Required Qualifications
- 8–10 years of progressive leadership experience in operational risk management, with deep exposure to business continuity and resilience.
- Broad knowledge of financial services/insurance business and related products.
- In-depth subject matter expertise in Operational Risk & Resilience Management, specifically Business Continuity; well-understood connections with Crisis Management, Incident Management, Disaster Recovery and Third-Party Risk Management.
- Solid written and oral communication skills, with the ability to synthesize complex topics for executive audiences.

- Strong influencing skills with the ability to build effective relationships, both within and across divisions.
- Detail-oriented with excellent analytical, critical thinking and problem-solving skills, with the ability to think strategically.
- Self-starter with the ability to work with little guidance and to lead through ambiguity and change.
- High proficiency in MS Office Products; experience with data analytics/visualization tools such as Power BI is a plus.
