Report to the HSE Manager regarding the status of HSE Matters on the project sites and report non-compliance of any Health, Safety and Environmental issue.
Main Responsibilities
Includes But Not Limited To The Following
Advise the management on legal and contractual affecting the health and welfare of the worker.
Liaise with the HSE Consultants, Government Officials and Professional Bodies
Accompany Government Officials and/or Engineers, clients onsite visit and follow-up on their recommendation.
Prepare the Health, Safety and Environmental Management System and related plans, procedures, processes.
Prepare Audit plans, Training Plan/Matrix and schedule annual drills.
Review subcontractor Health and Safety Plan and/or procedures
Ensure Targets and Objectives issued by Corporate are met.
Provide advice and recommendation to the management on the measures to be taken in the interest of Safety, Health, Environmental protection including review of method statement to ensure appropriate mitigation measures are implemented prior to execution of work.
Perform HSE assessment on Subcontractor and Supplier
Lead, monitor and participate in Health and Safety incident investigation (with or without personal injury) and near misses and assist Manager’s responsible to prepare factual investigation report with recommendation for future prevention.
Open non-conformance report and propose solution and remedial measure for non-conforming work.
Conduct scheduled and ad-hoc Health, Safety and Environmental Audit, Inspection and liaise with the Project Manager during the Monthly Site Safety Inspection and Meeting
Conduct Labour accommodations inspection ensuring safety standards are met in accordance with the Company and Local standards.
Provide advice to the Project Manager/Deputy Project Manager and other Department Managers to stop any unsafe work, for their consideration and action.
Perform root cause analysis on non-conformances and ensure follow up with corrective and preventive action as necessary.
Prepare and review the Health, Safety and Environmental promotional material and event such as Safety Awards and HSE Campaigns
Prepare the Project HSE Major Risk Summary and disseminate after approval by the Project Manager to Senior Management for onsite implementation.
Conduct regular fire risk assessment on regular intervals to prevent fire occurrence in the project, ensuring correct and adequate firefighting equipment’s are provided onsite and all staff are fire prevention awareness trained.
Prepare Health, Safety and Environmental report including weekly/monthly and statistical report.
Compile Health, Safety and Environmental Statistics and other required information for use in the HSE Management Review Report.
Prepare and provide HSE training materials including toolbox talks.
Prepare and update HSE schedules and registers.
Advise the management on potential hazards and significant environmental aspects on new work before commencement.
Advice the management on legal and contractual requirement affecting safety of the worker and environmental protection.
Participate in task launch meeting, attend when there is a management of change record issued.
Participate in all HSE meeting including the HSE Committee and Management Review Committee Meeting.
Material submittal review regarding HSE impact.
Implement effectively the COVID-19 prevention issued by DOLE and DOH
Other duty as maybe issued/delegated by the HSE Manager
Profile
Educational Requirements
Bachelor’s degree or above in Bachelors degree in Occupational Health and Safety, Environmental Science, or a related field
Desired Knowledge / Expérience
Proven experience as a HSE Manager or similar position for more than 10 years
Depth knowledge of Health and Safety measures.
Strong reporting skills and a good ability to present and formalize instructions and documents in English.
Leadership, sense of responsibility, and good communication skills
