About

Fraud and Credit Services (FCS) is a first line of defense control function in International Wealth & Premier Banking (IWPB), with the core purpose of supporting the entire Customer credit journey and creating sustainable outcomes for the Customer and the Bank and managing internal and external fraud threats within agreed risk appetite. FCS is central to Customer experience, growth, capital protection and operational profitability of HSBC through the management of credit losses, internal and external fraud losses. FCS is organized into 6 core specialized capability driven sub-functions: Underwriting & Credit Operations (UCO) Credit Bureau Management, Data & Decision Systems, Collections, External Fraud and Internal Fraud. These are technical domains that require deep subject matter expertise. These domains are constantly evolving so an understanding of market practices, constant change to adapt and reskill are a core part of the requirement to keep domain expertise relevant.

Role Context

The AVP – Ops Risk is a First Line of Defense role and is accountable to help drive the effective governance and management of non-financial risks in the 1LoD across Underwriting & Credit Operations (UCO) for 18 markets. The purpose of the role will be to work with Risk Owners, Control Owners and Control Operators to ensure the execution of activity related to the Risk Management Framework. The role will also be to provide operational risk advice and input, governance and direction for the business or function to deliver safe and secure services to all our customers, colleagues and the Bank and will also be responsible and accountable for the oversight of risk and controls within the Global Service Centres. This will be achieved by collaborating with the Global Head of UCO, Head of Ops Risk & Control – UCO, Market and GSC Leadership, Risk Stewards and Other Risk Functions across the bank.

Principal Accountabilities and Responsibilities (e.g., for Business, Customers and Stakeholders; internal control environment, etc.)

  • Continuously assess operational risks, considering business context, market conditions, regulatory change, process updates, Organisational change, and new technology.
  • Support Risk & Control Owners and Operators in assessing and managing their processes, activities, and systems to ensure effective operation within the Risk Management Framework.
  • Report and escalate operational incidents in line with the Group Risk Management Framework (RMF), including formal Helios/Harmony logging as applicable.
  • Collect and validate operational risk data, analyse trends, and support monthly/quarterly/annual risk reporting.
  • Contribute to targeted deep dives on priority risk areas and independently lead impact assessments and issue discussions with control owners.
  • Ensure internal control standards are met, including timely closure of First Line – Self Identified, Second Line, audit actions and regulator findings
  • Drive an increase in the timely identification of material self-identified issues that warrant remediation and achieve satisfactory to effective outcomes in audit reviews.
  • Ensure robust governance structure where roles and responsibilities are clearly defined, processes are consistently followed, and regular oversight is in place.
  • Monitor and interpret control results to assess the control environment, shape risk assessments, and recommend sustainable remediation plans.
  • Influence the development and application of policies and control standards, including a clear framework for dispensations and Risk Acceptances
  • Champion a strong risk and control culture across in-country teams, setting a positive tone and creating an environment where good controls are part of how work gets done.
  • Make well-judged decisions that safeguard HSBC’s values, reputation, and business interests.

Functional Knowledge

  • Minimum 10 years’ relevant experience in risk management frameworks and/or audit roles managing a broad range of risk types, including at least 2 years’ supervisory experience.
  • Advanced training and/or professional qualifications (e.g., CIA, CRCM, ORM ICA) are advantageous.
  • Strong understanding of risk management principles, methodologies, tools, and governance activities.
  • Sound knowledge of operational risk characteristics, including the development of monitoring tools such as management reporting, risk indicators, and risk assessments.
  • Significant technical understanding of risk platforms (Helios) and supporting infrastructure.
  • Demonstrated ability to communicate, negotiate, challenge, and influence effectively, with a track record of building strong relationships with cross-functional senior leaders and navigating HSBC’s matrix to strengthen NFR management.
  • Exposure to policies, processes, and procedures across multiple markets.
  • High attention to detail, with the ability to work independently and translate complex or ambiguous information into clear insights for leaders.
  • Experience leading a proactive, delivery-focused team, ensuring timely, high-quality outcomes while maintaining a forward-looking perspective.
  • Proven capability to deliver multiple, wide-ranging priorities under tight timelines in a fast-paced environment.
  • Strong planning, decision-making, and organizational skills
