Project Management Office (PMO) Manager


Location: Hybrid, Pasig City

We are looking for a visionary PMO Director who can elevate strategic execution, optimize organizational resources, and lead enterprise-wide initiatives that drive business growth. This role serves as a key partner to executive leadership, driving portfolio management, financial governance, operational excellence, and project delivery maturity across the organization.


🔹 Key Responsibilities


Strategic Portfolio Management

  • Build and manage portfolio processes that evaluate, prioritize, and oversee strategic initiatives.
  • Develop project selection criteria aligned with business strategy and financial objectives.
  • Lead portfolio reviews to optimize resources and maximize business value.
  • Create strategic roadmaps outlining interdependencies and delivery timelines.


Resource Optimization

  • Implement capacity planning across functional teams.
  • Develop resource management systems to track utilization and address allocation gaps.
  • Build flexible staffing models to support peak workloads.
  • Integrate workforce planning for full-time and freelance resources.


Financial Management & Governance

  • Develop ROI models, business case frameworks, and investment evaluation tools.
  • Implement earned-value management systems to monitor financial performance.
  • Establish transparent reporting structures for project investments.
  • Create cost baselines and variance thresholds requiring executive review.
  • Lead capital planning aligned with corporate financial objectives.
  • Conduct financial risk assessments and create mitigation strategies.
  • Collaborate with Finance to align budgets with corporate goals.
  • Develop financial performance metrics demonstrating value creation.


Process Engineering & Quality Assurance

  • Design and implement optimized business processes aligned with strategic goals.
  • Conduct process assessments and lead continuous improvement initiatives.
  • Define performance metrics for processes and project deliverables.
  • Implement stage-gate and quality gate processes for major initiatives.
  • Standardize quality documentation, dashboards, and reporting.
  • Establish governance frameworks for compliance and consistency.
  • Facilitate process innovation and operational excellence sessions.


Project Delivery Excellence

  • Design scalable project methodologies tailored to initiative types.
  • Standardize tools, templates, and PMO processes.
  • Implement risk management frameworks and mitigation plans.
  • Build knowledge management systems to leverage organizational learning.


Organizational Leadership

  • Serve as a trusted advisor to executive leadership on delivery excellence and strategy.
  • Lead change management initiatives to strengthen PMO maturity.
  • Mentor and develop project management professionals.
  • Foster a culture of continuous improvement and operational excellence.


🔹 Qualifications


Education & Experience

  • Bachelor’s degree in Business, Finance, Industrial Engineering, or related field.
  • 7+ years of project/program management; 3+ years in PMO or leadership roles.
  • Experience leading PMO functions in multi-project environments.
  • Strong background in financial analysis and business case development.
  • PMP certification preferred.
  • Experience with financial planning, budgeting, and capital allocation is an advantage.


Knowledge & Skills

  • Expertise in project and portfolio management methodologies.
  • Strong process engineering, optimization, and quality management experience.
  • Skilled in process modeling, automation, and continuous improvement.
  • Strong understanding of resource management and capacity planning.
  • Excellent financial acumen and budgeting skills.

  • Experience driving organizational change and improvement.
