Job Description

The IT Senior Procurement Manager (Software) plays a strategic leadership role in managing software procurement categories, with a strong focus on delivering value through effective sourcing and supplier partnerships. This position oversees the end-to-end procurement lifecycle for software solutions, ensuring alignment with business objectives and technology strategies. Working closely with IT stakeholders and software vendors, the role ensures sustainable licensing models, compliance, and cost optimization from a curated pool of Market Best-in-Class (MBIC) suppliers. The position is pivotal in securing competitive advantage for JFC by driving cost efficiency, supply reliability, and innovation in software procurement.


Key Responsibilities

  • Software Supply & Risk Management
  • Analyze software market trends, licensing models, and vendor risks.
  • Recommend strategies to ensure sustainable access to critical software platforms and services.
  • Conduct vendor capability assessments and compliance checks to mitigate operational and security risks.
  • Vendor Lifecycle Management
  • Manage the full software vendor lifecycle from accreditation to termination.
  • Monitor vendor performance, SLAs, and compliance with contractual obligations.
  • Collaborate with vendors to address gaps and support evolving technology requirements.
  • Cost & Value Optimization
  • Perform cost analysis and benchmarking for software licensing and subscriptions.
  • Drive cost reduction strategies through negotiations, volume discounts, and enterprise agreements.
  • Leverage market intelligence to optimize procurement value across software categories.
  • Stakeholder Engagement
  • Partner with IT, Finance, and Legal teams to align procurement strategies with business needs.
  • Provide insights on software sourcing options and recommend improvements based on feedback.
  • Ensure compliance with internal policies and regulatory requirements.


Job Qualifications

  • A graduate of Bachelor’s Degree in Engineering, Finance, Economics, IT, or Business.
  • Must have at least ten (10) years of strategic end-to-end procurement experience, preferably in software or IT categories.
  • Certification in Procurement or Supply Chain is an advantage (e.g., CIPS, CPSM).
  • Strong competency in Software Supply Management, Vendor Management, Cost Optimization, Negotiation, Risk Management, and Stakeholder Relationship Management.
  • Familiarity with software licensing models, SaaS agreements, and IT procurement best practices.
  • Willing to work in Ortigas, Pasig (hybrid set-up).
