Our brand, Lennor Metier Consulting, a DOLE-licensed headhunting and recruitment agency in the Philippines, is proud to partner with a global freight and logistics company in their search for an HR Manager (Part-time/Fractional) based in Parañaque City.

Salary Range: Open to discussion

Shift Schedule: Day Shift

Location: Parañaque City

The role

This role will work closely with the major decision-makers to build HR foundations from the ground up. The HR Manager will be responsible for establishing HR processes, policies, systems, and templates, while ensuring compliance with Philippine labor laws.

The role will initially require 2–3 days per week, with flexibility to continue as part-time or transition to full-time within 2–6 months, depending on business needs and progress.

Your Responsibilities

HR Setup & Operations

  • Set up end-to-end HR operations from scratch for the Philippine entity.
  • Develop and implement HR policies, SOPs, procedures, and templates aligned with local labor laws and company standards.
  • Create and maintain the Employee Handbook and internal HR documentation.
  • Establish core HR processes including onboarding, offboarding, employee records management, and HR administration.

Compliance & Labor Relations

  • Ensure compliance with Philippine labor laws, statutory requirements, and employment regulations.
  • Support preparation for PH entity setup, including HR-related documentation and readiness.
  • Provide guidance to management on employee relations, discipline, and policy interpretation.

Stakeholder Collaboration

  • Work closely with the PH Director and expat leadership on HR matters and people-related decisions.
  • Act as a trusted HR partner during the setup and early growth phase.
  • Coordinate with external vendors or consultants as needed (e.g., payroll, benefits, compliance).

Process & System Building

  • Recommend and help implement HR systems, tools, and workflows suitable for a startup environment.
  • Ensure HR processes are scalable as the team grows in the Philippines.
  • Support initial workforce planning and hiring-related HR processes as required.

What Were Looking For

  • Proven experience working in startup environments and setting up HR operations or a Philippine entity from the ground up.
  • Strong knowledge of HR operations, Philippine labor laws, company policies, and employee handbook development.
  • Experience in logistics, freight forwarding, supply chain, or related industries is highly preferred.
  • Comfortable working in an environment with limited structure and evolving requirements.
  • Willing to work part-time / fractional (2–3 days per week) initially, with flexibility to continue part-time or transition to full-time within 2–6 months, depending on business needs.
  • Strong stakeholder management skills and ability to work directly with senior leaders and expat stakeholders.
  • Hands-on, proactive, and execution-focused with a practical problem-solving mindset.
